RSAT for State Prisoners Training and Technical Assistance Program

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is accepting applications for its Residential Substance Abuse Treatment for State Prisoners Training and Technical Assistance Program.

Details:

This NOFO will provide training and technical assistance (TTA) to state and local grantees of the Residential Substance Abuse Treatment (RSAT) for State Prisoners Program to enhance implementation of comprehensive residential substance use treatment during detention or incarceration and aftercare services to prepare individuals for successful reintegration into the community. The selected TTA provider will also maintain and update the RSAT TTA website to serve as single source of information for RSAT grantees that reflects evolving needs and emerging evidence-based approaches.

Goals and Objectives 

  • Goal 1: Strengthen substance use testing protocols across residential treatment programs.
    • Objective 1.1: Provide technical assistance to establish reliable substance use testing, including selection of testing methods, and implementation of periodic and random testing procedures before program entry, during treatment participation, and after residential program completion for participants still in custody.
  • Goal 2: Strengthen implementation of medication-assisted treatment.
    • Objective 2.1: Provide specialized training and tools to effectively implement or enhance medication-assisted treatment in correctional environments addressing: security, medication handling and administration protocols, medication diversion prevention, and coordination between medical, behavioral health, and custody staff.
  • Goal 3: Enhance comprehensive aftercare services and community transitions.
    • Objective 3.1: Provide training and resources to improve aftercare networks with physical and behavioral health service providers who deliver case management, substance use and mental health treatment, and other community-based services.
    • Objective 3.2: Assist grantees in creating formal partnerships between correctional treatment programs and community support systems including educational programs, job training resources, probation/parole supervision, halfway houses, and peer support groups.
    • Objective 3.3: Support the development of structured placement processes where correctional treatment program staff actively connect participants with appropriate behavioral health treatment providers upon release or supervision.
  • Goal 4: Maintain and update the RSAT website to support grantees.
    • Objective 4.1: Maintain and update the RSAT TTA website with resources tailored for correctional settings to support grantees and subgrantees on emerging issues and track TTA requests.
