Snohomish County is encouraging non-profit, for-profit, local government or a federally recognized Tribe to review the Notice of Funding Opportunity (NOFO) and submit applications to improve, preserve, or create behavioral health capacity. Projects must be located in Snohomish County and prioritize Snohomish County residents.
Funding Information
The County is making available an estimated allocation of calendar year 2026 funding:
- Estimated three million dollars ($3,000,000.00) for Behavioral Health Facilities Capital projects.
Grant Period
Must demonstrate that the project will be complete within 18 months of the contract date.
Eligible Costs
Funds may be used to pay for capital development costs associated with an eligible project as long as they are compliant with state and local procurement, state prevailing wages, land use, building codes, and other requirements that apply to the project. Eligible costs include but are not limited to: construction, acquisition, rehabilitation, appraisals, site assessments, legal fees, professional services (architectural, engineering, surveyors, etc.), permits, fees, hookups, and site assessments.
Project Eligibility
- The facility must be operated by a State of Washington licensed Behavioral Health Agency (BHA). Applicant may be the licensed BHA that operates the facility directly or may have an agreement with a behavior health operator to operate the facility.
- Must improve, preserve, or create behavioral health capacity. New capacity is a priority and will receive additional points.
- Must be used for acquisition (including land for BHF), construction and/or rehabilitation.
- Must be sited in Snohomish County.
- Must prioritize serving Snohomish County residents.
- Applicant must demonstrate site control at the time of application.
- Must serve Medicaid or Medicaid-eligible individuals.
- Must demonstrate the project is or will be fully funded within 12 months of award or award may be rescinded.
Eligiility Criteria
- Must have attended one of the BHF Application Workshops
- Non-profit, for-profit, local government or a federally recognized Tribe
- Must be licensed as a Behavioral Health Agency (BHA) by the State of Washington. The applicant may be the licensed BHA or may have an agreement with a licensed BHA to operate the Behavioral Health facility
- Nonprofit and for-profit businesses must be licensed, report and pay revenue taxes for the Washington State Business License (UBI#) and any licenses required by the laws of the jurisdiction, and
- Must have a Federal Tax ID number/employer identification number (EIN) to facilitate payments from Snohomish County to the provider.
