Projects must include details of the existing data storage and sharing landscape, communication plans for sharing knowledge of the existing landscape, and details of how the project will leverage existing infrastructure and knowledge. The Open Data Framework project must have a clear and complete sustainability plan for updates, expansion, and user support beyond the award period and must delineate principles and examples of specific mechanisms for appropriate integration with current and future tool development, cyber infrastructure facilities, and programs that will support effective use of the data, with detailed information on how data transfer speed and any co-location needs will be addressed. The project must have a feasible and complete plan for serving all types of participants with appropriate assurances of regulatory and legal compliance. For example, a data trust structure may be needed. The project must have clear and complete plans that will ensure diverse participation and allow stakeholders to develop inclusive collaborative partnerships that foster innovation. Plans must include all types of agricultural research institutions, growers, and representatives of all relevant data producer and consumer organizations, with attention to the costs and benefits for all sectors, and with special attention to barriers and value for farmers. Specifically, the 1862, 1890 and 1994 land grant institutions, USDA-ARS, non-land-grant institutions with relevant agricultural research and education areas, different scales of growers, and representatives of all relevant data producer and consumer organizations, including the National Agricultural Library, are expected to be considered during framework development.
