Details:

BPF was formed develop a new approach to funding grassroots campaigns and programs that prioritize the leadership of individuals and communities that are Black, Indigenous, or People of Color (BIPOC) to secure racial justice and equity in Baltimore through structural and systemic change. BPF defines structural and systemic change as campaigns and programs that

  • deconstruct, reimagine, rebuild, or replace systems that inflict harm, and increase BIPOC individuals and communities’ ability to access, own, and otherwise benefit equitably from those systems.
  • change government laws, policies, and programs that perpetuate racial injustice and equity; OR
  • expand government laws, policies, and programs that increase racial justice and equity.

Criteria

Eligible applicants are continuing or proposing a clearly defined campaign or program designed to bring about structural and systemic change in Baltimore as defined above. Eventual grantees will meet all of the following criteria.

  • Rooted in a Clear Theory of Change and Impact
    • The grantee will be able to clearly define the problem they are trying to solve, explain why and how the proposed campaign or program will bring about the desired change, and identify the markers of success that will show evidence that the campaign or program is having the desired impact.
  • Prioritizes BIPOC Leadership
    • Racial justice and equity are the overall objectives of BPF’s portfolio work, and they believe these things can only be achieved through the leadership of those most negatively impacted by the racism and resulting inequities perpetuated by Baltimore’s systems, institutions, networks, and policies. They, therefore, look to partner with groups and organizations whose key decision-makers (board and staff) represent, at minimum, a 60% BIPOC majority.
  • Is Proximate to the Needed Change
    • They believe in centering the leadership of those closest to the problem. Thus, BPF seeks to partner only with groups and organizations in Baltimore whose leadership are in and of the community that will benefit most from the structural and systemic change.
  • Builds Power to Shift Power
    • Racial injustices and inequities are rooted in historic and contemporary systems, institutions, networks, and policies that amass, favor, and protect the decision-making power of whites, and deny, dilute, or erase the decision-making power of BIPOC individuals and communities. To upend this dynamic, they look to invest in campaigns and programs that increase the ability of BIPOC individuals and communities to create, shape, and influence Baltimore’s historic and contemporary systems, institutions, networks, and policies.
