Rochester is home to a robust arts and culture community and a blossoming network of creative professionals in the local economy. With this strong framework, Rochester has an opportunity to further grow and strengthen the arts. While the Neighborhood of the Arts and Downtown are centers of arts and culture, residents want to see a diversity of arts and cultural amenities in their neighborhoods throughout the City. Additionally, the City is committed to equitably distributing public art funding, including for often underrepresented artists and arts organizations in Rochester.
An organization can respond individually, or with partner organizations. In partnership with the City, the selected consultant(s) will create and distribute a call for artists, facilitate review of art proposals, develop and manage the contracts with the artists, and oversee the installation of the murals.
This project is funded through the City’s Percent for the Arts program which aims to provide opportunities for historically underrepresented local artists and arts organizations, and increase access to art in neighborhoods throughout Rochester.

The City has identified $100,000 through the City Arts Policy known as the Percent for the Arts, to be used for a murals program.
Criteria
The City will work with the Consultant(s) to determine the number and location of murals. The eligible locations may include indoor and outdoor surfaces, as approved by the City, but cannot include walkable surfaces. Each painted mural should be designed to last at least five years, considering the base material, and impact of natural and human elements. Murals may not be located on any privately owned buildings or property.
The Consultant(s) will administer the program in a manner consistent with the City’s vision for a more dynamic and equitable city of the arts, specifically:
- Supporting individual artists and small organizations in Rochester, representing the diversity of the City
- Working toward the goal of placing public art throughout all City neighborhoods, ensuring that the arts are accessible to all Rochesterians
