Purpose/Background

SLATE is seeking an experienced and qualified service provider to provide an Adult Educational and Literacy Credential Attainment Program which offers, but is not limited to: high school equivalency and/or industry recognized credential attainment, paid incentives, career exploration and career counseling, job placement, job readiness and financial literacy and empowerment, life and coping skills, soft skills training, mental health services, client assistance, supportive services, case management and other wrap around services to ensure that clients enrolled in the program gain credentials and employment skills to make them competitive in today’s workforce. The program will be provided to those who are 17 years and older who reside in the City of St. Louis and have been affected by the negative impact of the COVID-19 pandemic.

Subrecipient must utilize a portion of the contracted funding to include the following staff positions for this program at minimum: (Note: Other positions may be included at the discretion of the Proposer)

  • Two (2) Career Advisors – This position will provide extensive case management/ wrap around services and supportive services to clients to ensure they successfully complete the program. This position will also work with the Business Services Representative/Job Developer to prepare clients to enter the workforce and obtain permanent/full-time employment once they have obtained their credentials.
  • One (1) Business Services Representative (BSR)/Job Developer – This position will work in tandem with the Career Advocate to prepare clients to enter the workforce. This position will also work with businesses and training providers to secure opportunities for clients once they complete the program and are ready to obtain employment.

Funding Information

The services required under this project will be delivered under an 18-month contract term which is subject to performance and an extension depending upon the availability of additional funding and program performance, if performance is acceptable. It is anticipated that the total funding for this contract will not exceed $800,000, and the contract period will be from December 1, 2022 to June 30, 2024.

Eligibility Criteria

Participants must meet the following criteria in an effort to be eligible to participate in the Adult Education and Literacy Program:

  • Be age 17 years or older
  • In need of high school equivalency AND/OR other training and credentials to increase opportunities for attaining employment
  • Be a City of St. Louis resident residing in a qualified census tract OR in a household that makes less than $69,090.00/year. (Note: This limit is equivalent to 300% of the Federal Poverty Guidelines for a household size of three per the poverty guidelines published most recently by the Department of Health and Human Services. This income limit, however, applies to all households regardless of household size.)
  • Demonstrate they have been negatively impacted by the COVID-19 pandemic.
