The Milton Cultural Council is a local grant program of the Massachusetts Cultural Council. It is a grassroots complement to the agency’s centralized grant programs. Allocations are made to all of Massachusetts’ 351 cities and towns from the state-wide program to support community cultural activities. The MCC Program is the most extensive system of its kind in the nation to support arts, sciences and humanities.
Funding Priorities
- Project grants are given out to encourage artists or organizations with projects that are innovative, collaborative in nature, benefit the Milton community, and demonstrate artistic excellence.
- Funding priority is given to Milton artists and organizations, to projects that originate in Milton, and to projects that benefit a significant number of Milton residents.
- Proposals are encouraged that reflect knowledge of specific Milton neighborhoods’ artistic, humanist and cultural needs and are collaborative efforts with local organizations.
- The Milton Cultural Council encourages grant proposals that celebrate diversity and inclusion.

Eligibility Criteria
- Types of grants. A Local Cultural Council may approve grants for a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Each Local Cultural Council determines its own local eligibility requirements based on a community engagement process.
- Program eligibility. Applicants may apply for grants for programs that take place during an 18-month window of eligibility from July 1, preceding the application deadline in October, through December 31 of the following year. This means that applicants may apply for projects that have already happened or which happen prior to grant announcements, with the knowledge that funding is not guaranteed. Local Cultural Councils are authorized to establish a smaller window of eligibility; if they do so, they must publish the eligible dates in their council guidelines.
- Applicant eligibility. Applicants must reside or be located in Massachusetts. Local Cultural Councils may accept applications from anyone included in the following list:
- Individuals
- Incorporated private nonprofit organizations
- Unincorporated associations that can establish a nonprofit objective
- Public schools, libraries, other municipal agencies, and the Local Cultural Council itself
- Religious organizations.
2023 Local Guidelines
- Projects are funded for the period beginning September 1 and ending December 31 of the following calendar year. For example, applications due on October 17, 2022 can include projects scheduled for execution from September 1, 2022 until December 31, 2023.
- The Milton Cultural Council will prioritize applications that have a local Milton sponsor or are hosted by a Milton organization. Projects must have a significant Milton impact.
- The Milton Cultural Council encourages applications for programs that provide cultural enrichment. However, the Milton Cultural Council does not fund field trips or excursions.
- Milton Cultural Council funds are not intended to replace existing public funds for programs in the arts and humanities. They also do not fund programs that replace school-funded programs and activities.
- The Milton Cultural Council will not fund projects if the request is the sole source of funding for the project. Applicants must demonstrate that their proposal has alternative funding sources besides the Milton Cultural Council in the budget section of their application.
- Applicants, entities, and organizations are limited to TWO (2) applications per grant cycle. No organization will be the beneficiary of more than two grants.
- The council does not award grants to the same project for more than three consecutive years. Exception: If your FY 2020 event was cancelled due to the COVID-19 pandemic, and you did not receive any of your FY 2020 grant funds, you are eligible to apply again in FY 2021, notwithstanding the three-year limit.
- This is a reimbursement program; no money is given upfront. Award money will be available to you only after you have completed your project. All reimbursement requests must be accompanied by proper documentation which includes MCC reimbursement form and W-9, financial information showing funds expended on said project including paid invoices and/or receipts, proof of proper credit to the MCC and a brief written summary of the event.
- The Milton Cultural Council grant process is governed by the requirements and regulations established by the Massachusetts Cultural Council.
- Due to limited funds, the Milton Cultural Council can only consider applications submitted by a local Milton sponsor or hosted by a Milton organization AND support projects with a significant Milton impact. Applicants are limited to TWO (2)applications per grant cycle. Many recipients receive partial awards, and the Milton Cultural Council encourages applicants to seek additional sources of revenue.
- Milton Cultural Council funds are not intended to replace existing public funds for programs in the arts and humanities, or to be used as the sole source of funding for projects.
- The Milton Cultural Council does not fund programs that replace school-funded programs and activities in the arts. We encourage applications for programs that provide cultural enrichment. The council does not fund the same project for more than three consecutive years.
- The applicant organization must also ensure a public benefit component in which the award recipient “gives back” to the community in the form of a lecture, master class, exhibit, performance, etc.
