2023 Local Priorities
Shrewsbury Cultural Council believes in supporting all varieties of arts in the local community and seeks to enrich the cultural experience and quality of life of Shrewsbury residents. Their priorities are based upon their survey of August 2021 to reflect the responses of the town residents.
In order of preference:
- Public events such as concerts and festivals, theatre and art exhibits
- Arts, humanities and science programs in their schools and local community
- Environmental education projects
- Programs led by local artists
- Programs that enhance their understanding of Shrewsbury’s diverse population
- They are committed to promote and fund art and cultural activities in community.

Grant amount: $18,700
Eligibility Criteria
- Types of grants. A Local Cultural Council may approve grants for a broad range of projects and programs, such as operating support, ticket subsidies, field trips, artist residencies, public art, fellowships, community events/programs, site specific projects, and other activities, based on local priorities. Each Local Cultural Council determines its own local eligibility requirements based on a community engagement process.
- Program eligibility. Applicants may apply for grants for programs that take place during an 18-month window of eligibility from July 1, preceding the application deadline in October, through December 31 of the following year. This means that applicants may apply for projects that have already happened or which happen prior to grant announcements, with the knowledge that funding is not guaranteed. Local Cultural Councils are authorized to establish a smaller window of eligibility; if they do so, they must publish the eligible dates in their council guidelines.
- Applicant eligibility. Applicants must reside or be located in Massachusetts. Local Cultural Councils may accept applications from anyone included in the following list:
- Individuals
- Incorporated private nonprofit organizations
- Unincorporated associations that can establish a nonprofit objective
- Public schools, libraries, other municipal agencies, and the Local Cultural Council itself
- Religious organizations.
2023 Local Guidelines
- Applications
- Grants are awarded on a reimbursement basis. Payment can only be made to the approved applicant after the event or project is completed. Please remember the following:
- The event must have a specific date, time, and location
- Projects must directly benefit Shrewsbury residents
- The event must be open to the public, be handicapped accessible and be so advertised
- Projects must involve Arts, Humanities, or Sciences as outlined by the MCC criteria
- Projects must be completed in the cycle the grant was awarded
- Applicants proposing to perform in the Shrewsbury public and private schools or other Town agencies: for example – senior center, library, parks and recreation departments and religious organizations must provide a letter of agreement from the venue. The venue must verify the date or time period, the location and the name of the program.
- Due to the limited amount of funds available, grants over $2,000 are rarely funded. The majority of grants funded were for less than $1000. Smaller requests are more likely to be funded in full. Partial funding may be offered by the Shrewsbury Cultural Council
- Capital expenditures: Select capital expenditures may be granted. See the MCC website for specifics.
- Continuing projects: Projects of a continuing nature must have additional sources of funding, aside from the Shrewsbury Cultural Council.
- Grants are awarded on a reimbursement basis. Payment can only be made to the approved applicant after the event or project is completed. Please remember the following:
- Acknowledgment
- Grant recipients must acknowledge the Massachusetts Cultural Council as well as the Shrewsbury Cultural Council. Proof of credit acknowledgment must be provided when you request reimbursement.
- Reimbursements
- Grant recipients have one year from the date of their final approval letter to request reimbursement. To request reimbursement the recipient must complete a reimbursement form, which is provided by the SCC. Reimbursements may be made either directly to the applicant or to third party vendors who have provided goods, materials or services to the applicant. In either case, the Shrewsbury Cultural Council must retain a copy of the documentation provided by the applicant with the application as part of the council’s records.
- Along with the completed reimbursement form, grant recipients must submit:
- “Proof of credit acknowledgment” as described in the section above
- Appropriate supporting documentation regarding how funds were used: This typically means receipts from performers, printers, etc.
- Shrewsbury Cultural Council should process reimbursements as they arrive to ensure timely payment of grantees.
