Texas: Emergency Solutions Grant-Coronavirus (ESG-CV) Funds

The City of Irving has received federal funding to assist low-income households during this challenging time. Specifically, the city has received a special allocation of Emergency Solutions Grant (ESG) funds from the U. S. Department of Housing and Urban Development (HUD). These funds are referred to herein as the ESG-Coronavirus (ESG-CV) funds.

Details:

The City of Irving is the recipient of Coronavirus Aid, Relief, and Economic Security Act (CARES Act) Emergency Solutions Grant Funds (ESG-CV). These ESG-CV funds must be used to prevent, prepare for, and respond to coronavirus among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts created by coronavirus. The City of Irving (the City) is committed to making homelessness rare, brief, and non-recurring for its residents. As such, we work closely with the Dallas City & County/Irving Continuum of Care (CoC), provider organizations, supportive housing developers, and funders to provide a broad array of housing opportunities intended to prevent and end homelessness for households in need.

Qualified non-profit homeless service providers organizations are encouraged to apply for funding. Funds must be used to assist Irving residents experiencing homelessness or receiving homeless assistance. Applicants will submit one application and indicate which project type they are proposing to provide. Applicants may apply for multiple project types but must provide adequate explanation of the proposed services and program design for each service proposed. Applicant agencies must apply for program funding under one of the following specific categories:

  • Street Outreach
  • Emergency Shelter and Temporary Emergency Shelter (Operations and Services)
  • Newly added additional eligible activities included on ESG-CV Notices CPD-21-08 and CPD-20-08

Funding Information

  • Total Funding Amount $1,000,000.00
  • Minimum Award: Subrecipient requests should be for a minimum of $25,000 to operate programs that are following ESG-CV funded activities

Eligibility Criteria

To be eligible, funded agencies must:

  • Eligible applicants include private, nonprofit, tax-exempt organizations that plan to provide Emergency Shelter Activities, Temporary Emergency Shelter Activities, Rapid re-housing, Crisis response activities and Homelessness prevention assistance
  • Fully participate in electronic case management documentation and outcome data tracking through the Homeless Management Information System (HMIS). Federal law requires that Domestic Violence agencies use Systems Comparable to HMIS rather than the HMIS used by other homeless agencies.
  • Participate and be active member in the Dallas City & County/Irving Continuum of Care (CoC)
