Herkimer County CARES Grant Program – New York

Herkimer County CARES Grant Program is designed to utilize funding received through NYS Homes and Community Renewal under the Coronavirus Aid, Relief, and Economic Security (CARES) Act to help businesses throughout Herkimer County fund a series of activities to prevent the spread of the virus, safely reopen and prepare their businesses for new safety protocols.

Eligible Activities

  • Eligible activities include providing assistance to businesses that are involved in sectors of manufacturing, warehousing and distribution, agriculture, high technology, research and development and traditional and innovative small business endeavors.
  • The applicant firm must be a registered NYS for-profit legal business entity
  • Project must be located within the County of Herkimer.
  • Technical Assistance will be provided to CDBG CARES applicants through the Mohawk Valley Small Business Development Center at no cost to the applicant.
    • Applicants must register with the SBDC and be assigned a business advisor
    • Applicants must participate in a minimum of one (1) one-on-one session with their advisor.
    • During the aforementioned session, the business advisor will assist the applicant in developing a “Use of CARES Funding Summary”. The summary will be provided to any and all applicants to be submitted to the HCIDA as a mandatory attachment to their CARES application.
  • Grant assistance may be provided for any small business activity that supports the program objectives.
  • Projects must result in the creation or retention of at least one new full-time equivalent job, which are to be held by or made available to low-to-moderate income persons as defined by Office of Community Renewal Guidelines.
    • Jobs are considered on a full-time (40-hour work week) equivalent basis
    • Part-time jobs may be combined into a full-time equivalent position.
  • Businesses must present a reasonable likelihood for long- term viability based upon issues such as feasibility, marketability, management, competition, and capitalization.
  • CARES Funding allows for reimbursement of eligible costs going back to March 2020.
  • Grant funds can be used for the following purposes:
    • Marketing Adaption – Retooling outreach efforts to increase online sales, website development, curbside pickup or delivery, broadband access
    • Community Safety – Improve safety for commercial corridors; office and workspace; leisure locations
    • Workforce Development – Training of workforce to implement subsequent health and safety measures
    • Safety Improvements to Facilities – Fixtures, equipment, systems and personal protective equipment to prevent the spread of viruses; reconfiguration and physical adjustments to comply with social distancing and reduced occupancy requirements.
    • Efficiency Improvements – Point of sale equipment or other technological improvements to decrease crowding, increase safety, and improve efficiency.
    • Air Quality Improvements – Purchase of air quality equipment; air filters; air purifiers; HVAC; or other equipment to improve the overall quality of air and reduce transmission of air borne pathogens
  • Prior funding received through PPP, EIDL, or other COVID-19 reimbursement programs is allowed; however, cannot be duplicated through funding from this program.

Funding Information

  • The minimum grant allowed is $25,000
  • The maximum grant allowed is $100,000

Eligible Applicants

  • Small businesses that have less than twenty-five (25) full-time employees, one (1) or more of which owns the business at the time of application. Projects must result in the creation or retention of at least one full-time equivalent job.
  • Eligible businesses are structured as one of the following: sole proprietorship, partnership, limited liability, or corporation.
  • Applicants for financing under this program shall be a bona fide registered United States corporation, partnership, sole proprietorship, or limited liability company; must be able to repay if found in default of program objectives; and possess good character and reputation and be of legal age.
