Request for Proposals: Providing School-Linked Substance Use Disorder Services to Minnesota Students and Families

The Minnesota Department of Human Services, through its Behavioral Health Division (State), is seeking proposals from qualified responders to partner with the State to coordinate and deliver culturally and developmentally appropriate school-based substance use disorder (SUD) services to students and families throughout Minnesota, particularly students who are uninsured or underinsured.

The School-Linked Mental Health (SLMH) services grant funds were part of the Governor’s Mental Health Initiative which was passed by the 2007 Minnesota Legislature. The legislative intent of the SLMH services grant appropriation was to increase and maintain the State’s mental health service capacity, especially for school-based mental health services, with the goal of serving students in their natural environment, their school. In 2021, Minnesota Statutes, section 245.4901 was revised to include substance use disorder (SUD) services. The Laws of Minnesota 2021, 1st Spec. Sess., chapter 7, article 11, section 43 directed DHS to utilize substance abuse block grant (SABG) funds to build on the existing school-linked framework and include school-linked SUD services. Grants funded through this RFP will be focused on adding SUD services to school-based services, to increase access to SUD services, particularly in areas with the highest needs, providing EBP treatments to students and families, and measuring outcomes for all students and families who receive SLBH SUD services as a result of this grant funding.  Stability will be a critical component, as stable relationships between schools and providers are imperative to improving students’s behavioral health outcomes. A condition of using state grant funds is the requirement that grantees utilize all available third party reimbursement sources before billing services to the grant.

The purpose of the RFP is to expand access to and improve the quality of school-linked behavioral health (SLBH) SUD services via partnerships between public schools and SUD provider agencies and Tribal SUD Authorities (i.e., elementary schools, secondary schools, public charter schools, Bureau of Indian Education (BIE) tribal schools, alternative schools/programs, special education programs, Area Learning Centers/Programs (ALC/ALP), Early Head Start, Head Start, School Readiness programs, and Early Childhood programs) and MHCP-enrolled SUD provider agencies, or Tribal SUD Authorities. Project funds may not be used to provide services to students in child care or daycare centers licensed through the Department of Human Services that are not recognized as public schools or programs by the Minnesota Department of Education (MDE).

The objective of this RFP is to contract with a qualified Responder(s) to perform the tasks and services set forth in this RFP and to accomplish the following goals:

  • Build the capacity of schools to support students with substance use disorder needs
  • Improve SUD clinical and functional outcomes for students with a substance use disorder
  • Enhance SUD capacity and improve clinical service quality through the support and provision of practice-based evidence or promising practice practices
  • Incorporate SUD early identification and intervention strategies within MTSS framework
  • Infrastructure development to support the expansion and sustainability of SLBH SUD services long-term throughout the state of Minnesota.

Funding Period

The term of any resulting contract is anticipated to be for three years and six months, from January 1, 2023 until June 30, 2026.
