Constellation also continues to encourage organizations to apply for general operating funding provided a substantial amount of the work is in one or more than one focus area. Organizations that bridge focus areas such as early childhood education and affordable housing are also encouraged to apply.
Focus Areas
- Health
- Adolescent Sexual Health
- Organizations that provide adolescent and young adult sexual health services and education, particularly programs and organizations that prevent unplanned pregnancy. Services may include, but are not limited to, provision of contraception, treatment of sexually transmitted infections, sexual health education, and counseling or motivational interviewing on heathy relationships and sexual behaviors.

- Unaccompanied Youth Housing Services
- Organizations that provide services to unaccompanied youth up to the age of 24 to reduce homelessness and empower youth to thrive. The term “unaccompanied youth” means youth not in the physical custody of a parent or guardian. Services may include, but are not limited to, access to housing, case management, drop-in support, and mental health care.

- Postsecondary Persistence
- Organizations that support low-income students enrolled in postsecondary programs to remain enrolled and increase likelihood of graduating from an institution of higher education. Services may include, but are not limited to, scholarship support, student advising, or other wrap-around supports.

Eligibility Criteria
- Organizations must operate within one or more of the following counties in the seven-county Twin Cities region : Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, or Washington.
- Organizations must predominately serve those living below 185% of the federal poverty line in community.
- A significant portion of the organization’s programs must address one or more of Constellation’s core poverty-fighting impact areas: education, housing, health, and employment.
