The Notice of Grant Availability (NGA) seeks applications to support initiatives across the Commonwealth of Pennsylvania (PA) that innovatively and creatively address barriers to employment facing veterans.
Pennsylvania has 759,474 veterans, representing 7.5% of the adult population of the state. 6.5% of PA veterans are living in poverty and 16% have a service-connected disability. Pennsylvania’s median household income is $61,744, for veterans the number drops to $55,490 .
Funding Information
- Grant awards will be no more than $200,000.00 each.
- VEP funding is anticipated to be used for grant-related activities from April 1, 2023,to March 31, 2024.
Eligibility Criteria
- Research conducted by the Center for Workforce Information and Analysis (CWIA) found the five Pennsylvania counties with the highest veteran unemployment rates (2019 ACS 1-Year Estimates) are: Beaver (15.0%), Fayette (12.5%), Lackawanna (12.0%), Clearfield (8.0%), and Lycoming (7.1%). L&I seeks to expand the scale and reach of this initiative, particularly in and around those five counties, and will award up to a total of four (4) projects under this grant.
- Eligible applicants include local workforce development boards, non-profit and non-governmental entities, community-based organizations, education and post-secondary organizations, labor organizations, business associations, and economic development entities. The applicant(s) must be capable of bringing together business, education, workforce, community, and other partners to achieve the overall project goals of this NGA. If organizations apply as a partnership, the application must appoint a single entity as the lead applicant. The applicant(s) must demonstrate the ability to coordinate the project design and implementation of the project, manage the project budget, and implement a strategy to collect, analyze, and report performance outcomes.
- Priority will be given to applicants who have not been awarded a VEP grant during the past two program years (April 1, 2022 – March 31, 2023 and/or December 1, 2020 – November 30, 2021) and earn a minimum evaluation criteria score of 80%.One grant will be awarded to the top scoring applicant serving the Delaware County service delivery area only. The other three awards will be awarded to service delivery areas across the Commonwealth based on availability of funds, competitive scoring, and priority.
