This Request for Proposals (RFP) focuses on five investment priorities (A-E) for Federal Fiscal Years (FFY) 2021-2022 outlined in the joint Strategic Initiative Leads (SILs) July 2022 Investment Plan. Investment priorities include:

  • Changing planning paradigms: This investment priority supports the integration of habitat recovery priorities and nature-based solutions into planning and implementation frameworks in Puget Sound.
  • Supporting project development and readiness: This investment priority supports investing in the harder-to -fund aspects of habitat protection and restoration projects that are necessary to get projects shovel-ready to enable faster implementation.
  • Behavior change: This investment priority supports accelerating and incentivizing behavior change of individuals to implement best practices for habitat protection and restoration.
  • Regulatory support: This investment priority increases staff capacity, guidance, and tools to support improved implementation of regulatory programs.
  • Information and evaluation: This investment priority advances the collection and compilation of information necessary to support decision-making, policy development, planning, and implementation of habitat protection and restoration.

Funding Information

  • The Habitat SIL anticipates awarding up to $9,000,000 for proposals ranging from $200,000 to $800,000, for work lasting 2 to 4 years.
  • Period of Performance April 2023–June 2027

Eligibility Criteria

  • Units of local government organized under Washington State Law and located within the Puget Sound region, nonprofit and non-governmental entities, Washington State government agencies, federally recognized tribes, tribal consortia, institutions of higher learning located in the United States, and special purpose districts as defined by Washington State law at RCW 36.93.020 are eligible to apply for this funding opportunity. Watershed planning units, local management boards, salmon recovery lead entities, conservation districts, regional fish enhancement groups, and marine resources committees, located in the Puget Sound region are also eligible to apply as well as intrastate organizations such as associations of conservation districts, cities, or counties, and other regional councils of governments or metropolitan planning organizations.
  • The HSIL encourages partners to establish applicant coalitions between organizations. Federal agencies are eligible to be applicant coalition partners but are not eligible to receive subawards.
  • For-profit organizations are not eligible to receive direct funding awards from HSIL through this opportunity. Coalitions may not include for-profit organizations that will provide services or products to the successful applicant.
