The City of Buffalo is allocating American Rescue Plan funds to non-profit institutions that provide community services or cultural benefits. Eligible applicants must be a qualified non-profit organization (registered 501(c)3 under the IRS tax code) located within the City of Buffalo. The project location must be owned by the non-profit and be verified by street address of facility where work is to be performed. Projects must demonstrate primary demographic served and whether these are disproportionately impacted communities.
Projects are eligible to request no less than $250,000 and no more than $1 million in funding to cover a performance period of at least three (3) years not to exceed the end of calendar year 2026. This program will provide up to $1 million in capital funds to projects which have secured at least 75% of the funding of the total cost of the project from other sources.
Facilities must be owned by the non-profit applying for the funding. Projects must have been pre-planned and curtailed or initiated and postponed due to the environmental and economic conditions imposed by the pandemic.
Eligibility Criteria
Applicants must:
- Be a qualified non-profit organization (registered 501(c)3 under the IRS tax code) located within the City of Buffalo.
- Ensure project location is within the City of Buffalo.
- Demonstrate that Project will service disproportionately impacted residents.
- Identify cultural benefit or cultural demographic served.
- Identify and outline the negative economic impact.
- Demonstrate significantly advanced project at time of local emergency order for pandemic, as of March 13, 2020.
- Outline project readiness and a construction timeline.
- Demonstrate eligibility for economic assistance based on the enumerated eligible use categories established by Treasury.
- Demonstrate financial need for economic assistance based on financial reporting for applicant institution for years 2019-2022 and based upon current project proforma illustrating confirmed leveraged sources and uses for the project.
