2023 Continuum of Care (CoC) Program – Illinois

The McHenry County Department of Planning and Development – Community Development Division (CD Division) is hereby issuing notice that the County is accepting the Letter of Intent for consideration of being declared Collaborative Applicant/Principal Planner/Homeless Management Information System (HMIS) Lead and Unified Funding Agency for the McHenry County Continuum of Care to End Homelessness.

For planning purposes, 2023 CoC Funding and estimated dates of availability are expected to be October 1, 2023 through September 30, 2024. The United States Department of Housing and Urban Development (HUD) will issue its annual notice of registration of CoC’s throughout the United States and territories in January, 2023.

Therefore, time is of the essence in ensuring that a Collaborative Applicant, Unified Funding Agency, and HMIS Lead are named prior to the start of the Program Year 2023 CoC registration process.

The following estimated funding is available:

An annual allocation of 3% of McHenry County’s Annual Renewal Demand for CoCfunded projects for the CoC Planning Grant. As a point of reference, this amount will be $29,119 for the 2022 Program Year, and has been as low as $10,900. This funding requires a minimum 25% match; applicants should be aware the match has often exceeded 25% in past years. The CoC Planning grant is non-competitive, meaning that it does not compete against projects that serve homeless individuals and families. The Planning Grant has primarily provided funding for staff salary and benefits.

For Program Year 2022, an annual allocation of $45,671 in funding for the HMIS Project was awarded. This includes funding for annual licensure of the community’s providers, annual training, required conference attendance, and staff salary and benefits time designated to the project. This project is an annual competitive grant, meaning that it does compete against projects that serve homeless individuals and families. It remains a required HUD Program Component for homeless services data collection. As a new Collaborative Applicant and HMIS Lead designated by the CoC, an HMIS request of more or less than $45,671 could be requested. This funding requires a minimum 25% match; applicants should be aware the match has often exceeded 25% in past years.
