Hunger Prevention and Nutrition Assistance Program (Component D: Food Recovery) – New York

Details:

Food Recovery Projects collect perishable, fresh, or prepared food that would otherwise go to waste. Food may be collected directly from the farmer, farmers’ field, or from wholesale or retail sources. The food is then distributed directly by the contractor through a network of EFPs. Food Recovery Projects should have documented relationships established with local farms, community gardens, food companies and establishments, or other entities that offer wholesome, nutritionally dense food (i.e., fresh, canned, or frozen fruits and vegetables, low or nonfat dairy, whole grains, lean meats) free of charge to the contractor. Applicants should demonstrate the capacity to maintain a workforce, whether volunteer or paid, to meet the stated outcomes in the approved HPNAP Work Plan. The workforce should be trained in accredited food safety and sanitation courses (e.g. ServSafe, The National Registry of Food Safety Professionals, etc.). Documented relationships with recipient emergency food program organizations should also exist. Additionally, these projects should have policies in place for the safe collection, storage, and prompt distribution of gleaned, prepared, perishable or non-perishable food, as well as written guidelines for the solicitation and collection of wholesome food.

Incidental collection of non-perishable food items such as nutrient dense, low sodium, low sugar and low fat canned foods is allowed, however it is not supported with HPNAP funding.

  • Gleaning – Projects to collect crops from farmers’ fields that have already been mechanically harvested, or from fields where it is not economically profitable to harvest for commercial use. Projects must adhere to the following guidelines:
    • Maintain records which indicate name, poundage, and provider, date of recovery or receipt, date of distribution, and recipient of recovered food item; and
    • Store gleaned products in a manner that maintains soundness and acceptability of the food item.
  • Perishable Food Recovery –Projects to collect perishable food that has remained unaltered from wholesale and retail sources. These foods are liable to spoil or decay in the immediate future. Examples include packaged foods (boxed eggs, yogurt, brick cheese, pasteurized milk), and loose foods (whole fruits and vegetables). Projects must adhere to the following guidelines:
    • Packaged food is labeled with the donor’s name, ingredients, and serve by date prior to storage and distribution;
    • Maintain temperature flowchart for packaged food; and
    • Ensure that recipients of recovered perishable food are knowledgeable of proper food handling procedures.

Grant Period

It is expected that contracts resulting from this RFA will have the following five year time period: July 1, 2023 – June 30, 2028.

Eligibility Criteria

Minimum Eligibility Requirements:

  • Registration as a not-for-profit organization (e.g., tax exempt under section 501(c)(3) of the US Internal Revenue Code);
  • The minimum request for funding must be $100,000 annually;
  • A minimum of 12 months experience within the last 3 years providing services described in at least one of the Components of this RFA; and
  • Prequalification in the NYS Grants Gateway portal, if not exempt, on the date and time the applications are due.
