This Notice of Funding Opportunity (NOFO) supports two main research purposes. The first is to improve understanding of the current approaches, barriers, and best practices related to providing Advisory Committee on Immunization Practices (ACIP)-recommended routine adult immunizations to incarcerated persons living in jails (and private correctional institutions) at the county level and to the staff who care for them. The second purpose is to identify, implement, and evaluate new approaches and protocols for improving use of ACIP-recommended routine adult immunizations among these target populations, including strategics for improved coordination between healthcare providers of these groups, administrators at these facilities, county jail officials, and state/jurisdiction immunization programs in those efforts. The objectives for this NOFO should be met by completing work in three phases, as outlined below. Briefly, the objectives for each phase should include:

  • Phase I Objective: Conduct a formal assessment of current approaches, best practices, gaps, and challenges related to providing ACIP-recommended routine adult immunizations to the target populations, including approaches and barriers related to coordination between healthcare providers of these groups, state/ jurisdiction immunization programs, and other stakeholders in these efforts.
  • Phase 2 Objective: Work with state/ jurisdiction immunization programs, staff of these facilities, and other stakeholders to design and implement approaches to address the gaps and challenges identified in Phase 1. These approaches should be designed to improve the use of ACIP-recommended routine adult immunizations among these groups, implement strategies for using Section 317 vaccine allocations and other sources of vaccine funding for these efforts, and improve the coordination between immunization programs and staff providing immunizations to the two target populations.
  • Phase 3 Objective: Evaluate the approaches implemented in Phase 2. summarize findings. make recommendations. and develop protocol(s) and resources to support efficien coordination between these groups and improve capacity to provide ACIP-recomnsended routine adult immunizations for these target populations. including strategies for using Section 317 and other sources of funding for vaccines for these target populations.
