Details:

The Department of Housing and Human Concerns (DHHC) is hereby soliciting proposals from any for-profit organization incorporated under the laws of the State of Hawaii, or a nonprofit organization determined to be exempt from federal income tax by the Internal Revenue Service, for the County of Maui Safe Parking Pilot Program. This Pilot Project is targeted towards individuals and households experiencing homelessness and are currently living in their vehicles. This program will focus on allowing for houseless individuals and families to temporarily use their vehicles for purposes of human habitation on a specifically designated and sanctioned County-owned property, during specified hours only.

The service provider must identify and secure an appropriate parking lot that is suitable for the program, and establish Rules and Regulations the Operator must enforce and abide by. The County is not establishing a minimum number of parking spaces to be provided for the site. The maximum number of people allowed at one time in a single temporary safe parking area will be determined by taking into consideration site conditions, but in no case may the number be greater than what the Maui Fire Department Fire Marshal considers safe. In addition, the service provider must provide participants with access to restroom and handwashing facilities.

Program Scope

The objective of the Operator is to provide registration, ingress and egress, secure facilities, and general operations for the Safe Parking Program. At a minimum, the Operator will adhere to the following Rules and Regulations:

  • Must be specific to the island of Maui, with preference given to sites in South Maui.
  • Must identify specific problems to be address by proposed program.
  • Must have clear, measurable outputs and outcomes by which the program can be monitored.

Output: Defined as the specific type of services, activities, or events to be delivered in order to achieve a desired outcome.

Outcome: Defined as the positive change or impact(s) derived by the target population as a result of the service or activity output provided.

Funding Information

Safe Parking Pilot Project: Program for Maui island: up to $200,000 to establish a safe zone or sleeping space for houseless.

Eligibility Information

  • Must be a profit organization incorporated under the laws of the State of Hawaii, or a nonprofit organization determined to be exempt from federal income tax by the Internal Revenue Service.
  • In case of a nonprofit organization, have a governing board whose members have no material conflict of interest and serve without compensation.
  • Have bylaws or policies which describe the manner in which business is conducted. Such bylaws or policies shall include provisions relating to nepotism and management potential conflict-of interest situations.
  • Be licensed and accredited in accordance with applicable requirements of federal, state, and county governments, as necessary.
