San Mateo County 2023 Summer Enrichment Grant Program

Details:

The funding will provide two types of grants to qualifying summer enrichment providers:

  • Grants to local government and school district providers of summer enrichment programming for socially and economically disadvantaged (SED) youth, defined as youth whose annual family income is less than 80% of the Area Median Income; and
  • Direct assistance grants to COVID-impacted local nonprofit (meaning 501(c)(3) or 501(c)(19) tax exempt organizations) and local for-profit small business (meaning those with 25 or fewer full-time employees) providers of summer enrichment programming to SED students.

Goals

The goals of the grant program include:

  • Expand access to out-of-school care programs for low-income and youth from historically marginalized or underrepresented backgrounds or communities (e.g., students with special needs, in foster care, English Language Learners, experiencing homelessness);
  • Support the social-emotional wellbeing of youth to mitigate the setbacks and hardships associated with COVID-19; and
  • Provide opportunities for youth to reinspire and propel learning to counterbalance the loss of learning opportunities attributed to the COVID-19 pandemic and distance learning.

Grant Amounts

The maximum grant amount for each program is based on the current number of program slots prior to receipt of grant funding. “Program slots” is defined as the number of youth that attend the program on any given day. This helps ensure grants are distributed proportionally to the current size and daily capacity of the program. Programs may apply for up to the maximum grant award in their size category.

  • up to 25 slots: $15,000
  • 26 to 75 slots: $35,000
  • 76 to 200 slots: $75,000
  • 201 or more slots: $100,000

Application Priorities

Eligible applicants will be selected based on weighted scoring in four priority areas.

  • Program serves priority youth populations including:
    • 50% or more socio-economic disadvantaged (SED) youth (SED is defined as youth whose annual family income is less than 80% of the Area Median Income or $149,100 annual income for a family of four)
    • 10% or more youth with special needs
    • 10% or more English Language Learners
  • Program can expand to serve more SED youth by:
    • Providing additional slots to youth, especially those who have historically lacked access to summer enrichment programs
    • Extending daily program hours to provide additional enrichment to youth and help accommodate working parents (e.g., start morning programs earlier, or end afternoon programs later)
    • Providing scholarships for SED youth to attend fee-based programs
  • Offer program supports for students and families including:
    • Mental health services and/or referrals to mental health supports
    • Meals and/or snacks
    • Transportation services (or subsidies) to/from programs
  • Encourage local workers to enter or remain in jobs that serve youth by:
    • Hiring additional staff to accommodate additional program slots and/or improve student to teacher ratios
    • Increasing wages for current or new staff to provide competitive wages and encourage careers working with youth

Eligibility Criteria

To be eligible for this grant opportunity, the program must satisfy all of the following criteria:

  • Be located in San Mateo County and serve San Mateo County youth
  • Be operational for summer 2023
  • Provide at least 4 weeks (20 days) of summer enrichment programming and offer at least 4 hours of programming per day
  • Serve school-age children (TK –12th grade)
  • Be able to submit a W-9
  • Provide self-attestation of compliance with current licensing, health & safety, and background check requirements of respective programs
  • For city and school district programs:
    • Must serve primarily socially and economically disadvantaged youth
  • If nonprofit:
    • Must attest to having experienced negative economic impacts due to the COVID19 pandemic
    • Must provide summer enrichment programming for SED youth
  • If local small business:
    • Must attest to having experienced negative economic impacts due to the COVID19 pandemic
    • Must have 25 or fewer full-time employees
    • Must provide summer enrichment programming to SED youth
