Priorities The City of Middletown through its Development Services Department is inviting nonprofit organizations and City Departments to submit proposals for Community Development Block Grant funds for projects, programs and activities that will benefit residents of the City of Middletown and assist the City to fulfill goals and outcomes consistent with its most recent Consolidated Plan. The nine priorities outlined in the 2020-2025 Consolidated Plan are:

  • Address distressed and dilapidated housing, specifically rehabilitation of owner-occupied housing as one way to address distressed and dilapidated housing. This activity will keep people in decent, safe, and affordable housing, especially low-income and elderly homeowners who are at high-risk for being displaced.
  • Improve public infrastructure, especially the condition of roads in LMI target neighborhoods.
  • Address lack of amenities such as green space and create strong visual appeal through neighborhood beautification in LMI areas, specifically Oakland.
  • Increase efforts around workforce development to prepare those without employment, those who are underemployed or those not currently in the labor force to be prepared to fill the jobs available in the community.
  • Continue activities to provide safe activities for youth in the City.
  • Leverage partnerships and support efforts to strengthen social services in the City.
  • Addressing needs of homeless households.
  • Ensure there is appropriate housing for LMI households
  • Address issues of fair housing including training, education and response to fair housing complaints. Nonprofits with projects consistent with these priorities are invited to submit a proposal for funding. Projects that focus in the Oakland community are particularly of interest. The program year will start May 1, 2023 with funds anticipated to be released by HUD and available for reimbursement to subrecipients on or around August 1, 2023. The City is anticipating an allocation of CDBG funds in PY 2023 of $675,975. National Objectives Each CDBG funded activity must meet one of three broad national objectives:
    • Benefit to low- and moderate-income persons.
    • Aid in the prevention or elimination of slums or blight.
    • Designed to meet community development needs having a particular urgency. At least 70 percent of the grantee’s funds must be used for activities that benefit low- and moderate-income persons; while individual activities must benefit at least 51 percent low- and moderate-income persons.
