The Community Development Block Grant (CDBG) is the principal federal program providing grants to states, cities and towns to devise neighborhood approaches that will improve the physical, economic and social conditions in communities. CDBG is administered nationally by the U.S. Department of Housing and Urban Development (HUD). The City of Lee’s Summit receives federal funds annually from this program to meet at least one of three National Objectives:
- Benefit low- to moderate-income individuals.
- Reduce slum and/or blight.
- Response to disaster relief.
Eligible Activities
CDBG funds may be used for activities which include, but are not limited to:
- Acquisition of real property.
- Relocation and demolition.
- Rehabilitation of residential and non-residential structures.
- Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes.
- Public services, within certain limits.
- Activities relating to energy conservation and renewable energy resources.
- Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities.
Eligibility Criteria
Public agencies and nonprofit organizations may apply for funding to support eligible programs and projects. For-profit entities may also be eligible for consideration if the proposed programs or projects serve a public purpose and meet the national objectives as well as the City’s CDBG Consolidated Plan objectives.
- To be eligible for CDBG funds, an activity must meet one of the three National Objectives, which are:
- Benefit low- to moderate-income persons
- Eliminate or prevent blight or slums (blight and slums must be declared by the local governing body)
- Address an urgent community need (disaster relief)
- Sub recipient Eligibility
- An eligible sub recipient is any of the following:
- Public agency
- Nonprofit agency
- Community-Based Development Organization (certified CBDO)
- An eligible sub recipient is any of the following:
- A developer/contractor/owner is not an eligible sub recipient.
