The City Council recently approved a one-time conversion of the Arts CIP budget to the general fund, following the request of a letter from the Arts Commission. This one-time conversion of funds will be combined with a small remainder of a National Endowment for the Arts (NEA) grant to provide one-time support for projects administered by organizations in Bellevue, WA.

This round of funding is a one-time opportunity for non-profit organizations to apply for project specific funding. Organizations can have already received an Eastside Arts Partnership (EAP) Support Grant for 2023, but must have a 501 (c) 3 and UEI to qualify for this award. This grant is a subgrant from the National Endowment for the Ars (NEA). These funds come with requirements that prohibit discrimination, ensure accessibility of all facilities and programs funding with federal monies, provide for the protection of environmental and historic resources and more.

Grant may request one of three levels of funding: $3,000, $5,000 or $7,000. Projects must take place in 2023 before November 30th.
Eligibility Criteria
- Arts and cultural organizations with a 501 (c) 3 and Unique Entity Identifier (UEI) number.
- Projects must be publicly accessible, serve Bellevue residents, and involve at least one artist or cultural practitioner.
- Applicants who received Eastside Arts Partnership (EAP) Support Grants for 2023.
Evaluation Criteria
Funding amounts are determined by recommendations of an Allocations Committee and endorsement by the Arts Commission. Applications are reviewed on a competitive basis according to the overall purpose of the program and the criteria for eligible organizations.
- Artistic Innovation
- Quality and promise of the proposed arts, cultural, and heritage project to meet the cultural needs of an audience and constituent group.
- Innovative approach to foster creative and civic participation by Bellevue’s diverse residents and visitors, particularly underserved people and communities.
- Fills a gap in art, cultural, or heritage offerings and opportunities not regularly available to Bellevue residents and visitors.
- Fosters artistic excellence and artistic merit.
- Public Access and Benefit
- Quality and extent of public benefits offered to Bellevue residents and visitors.
- One or more compelling, feasible public events in Bellevue are clearly described.
- Project Feasibility
- Demonstrated experience of project leaders to accomplish the scope and scale of the project.
- Evidence of thoughtful planning, including clearly articulated goals and processes for evaluation. o Realistic budget and timeline.
