Details:

The U.S. Congress has established three primary objectives for the Community Development Block Grants program:

  •  Activities Benefiting Low and Moderate-Income Persons — Any activity where the majority of the beneficiaries are persons of low and moderate-income.  This standard can be met by defining an area that is coexistent with census tract boundaries and proof that at least 51% of the residents of the area are low and moderate-income.  It can also be met by individually checking the beneficiaries to prove that they are low and moderate-income;
  • Activities in a Slum or Blighted Area — An area that meets a definition of a slum, blighted, deteriorated, or deteriorating area under state or local law; and where there is a substantial number of dilapidated buildings or improvements throughout the area.  In order for a project to be eligible under this objective, there must be documentation that all buildings not only violate Existing Housing Quality Standards but meet the requirements as described above; and
  • Activities Designed to Meet Community Development Needs Having Particular Urgency — Any activity which alleviates existing conditions which pose a serious and immediate threat to the health or welfare of the community which is of recent origin and where the recipient is unable to finance the activity on its own.  A condition will generally be considered to be of recent origin if it developed within 18 months preceding the certification by the recipient and is considered a serious threat.  Any activity in which a problem has occurred that could have been alleviated through routine maintenance does not fall under this standard.

Funding Information

  • Applications may not exceed $100,000.00 and must be a minimum of $30,000.
  • FY 2022 is October 1, 2022- September 30, 2023.

Grant assistance may be used for various types of activities when one of the three aforementioned objectives is met. These activities include the following:

  • Public facilities and improvements — Acquisition, construction, reconstruction or installation of public facilities and improvements including street surfacing or construction, water improvements, sewer improvements, fire protection facilities and equipment, storm drainage improvements, and senior center/community center facilities;
  • Acquisition: Acquisition of property including easements and right-of-way for public improvements;
  • Rehabilitation of Private Properties: Rehabilitation of single family housing;
  • Relocation: Relocation payments and assistance for permanently or temporarily displaced individuals, families, and businesses as a result of another activity;
  • Special Economic Development Activities: CDBG funds may be used to assist a private for-profit business or to fund a project which is necessary to carry out an economic development activity; and
  • Removal of Architectural Barriers: Special projects directed to removal of material and architectural barriers which restrict the mobility and accessibility of elderly or handicapped persons.

Eligibility Criteria

Only municipalities and townships may apply for funding for public infrastructure projects. Highway departments, water districts, fire departments, or fire protection districts must have their application sponsored by a municipality or township where their department/district is located.

  • Municipalities may only apply for projects located within their corporate boundaries
  • Townships may only apply for projects located in unincorporated areas
