Grants to aid residents in the restoration and rehabilitation of their homes. The grants will improve housing conditions, health outcomes and mental health while decreasing the migration of people out of Flint. Grants may include lead abatement, weatherization, increased accessibility for seniors, mechanical and other system repair or replacement. Program will be citywide, but assistance for low- and moderate-income households will be prioritized.
Grants to aid residents in avoiding foreclosure processes including back taxes and obtaining insurance. Foreclosure grants will allow people to qualify for other home improvement grants.
Funding Information
- Award ceiling for this opportunity: $2,000,000.
- The City of Flint reserves the right (at its sole discretion) to issue grant awards at values either higher or lower than the award ceiling.
- All federal, state, and local laws regarding competitive bidding, anti-competitive practices, and conflict of interest shall be applicable to this NOFO. The City does not guarantee that any contract will be awarded because of this NOFO. If a contract award is made but the contract is not executed, the City does not guarantee that the contract will be re-awarded.
- Grant funding is available for spending through December 31, 2026. Proposed projects must be completed by that date.
Eligibility Criteria
- Eligible organizations will be nonprofits who currently operate repair and improvement programs in the Flint region.
- Individuals in need of home repair and improvement are NOT eligible for this opportunity but may instead be eligible for support from the organizations who receive these grants.
- Organizations interested in applying for a grant must meet the following criteria:
- Non-profit organization: must be an IRS tax exempt public not-for-profit (charitable organizations, trade associations, social clubs, etc.), in good standing, that serves residents within Flint.
- For-profit organization: Michigan Department of Licensing and Regulatory Affairs Business Filing and Certificate of Good Standing (current within the last 12 months).
- Faith-based organizations that receive grant proceeds, these requirements apply to goods, services, or accommodations offered generally to the public (e.g., a restaurant or thrift store).
- No outstanding tax liens, judgments, or is otherwise in default to the City of Flint, excluding 2021 property taxes.
- In good standing with the Michigan Department of Licensing and Regulatory Affairs
- Criteria to receive funding for a project or program include:
- Applicant has articulated and demonstrated an appropriate use of the funding in accordance with the stated purpose of the ARPA guidance and City of Flint criteria.
- Applicant can reconcile, monitor, and report the use of federal funds associated with the COVID– 19 pandemic. Documentation will be required to show a relationship between the proposed expenses and the COVID-19 pandemic.
- Applicant agrees to the accountability of accepting and using the ARPA funding with appropriate financial documentation and fiscal oversight.
- The project must be self-sustaining (i.e., it will not require additional resources from the City of Flint beyond this grant).
- The project must have an impact on the community, with focus on Qualified Census Tracts (QCTs), which are federally designated areas of high poverty and unemployment.
Eligibility guidelines for the successful grantee should include residents receiving support through this program must meet the following eligibility criteria:
- Residency for (1) year at the dwelling. Residency can be proven with a copy of the deed and current utility bill.
- Be below ARPA Household Income Limit – Low to Moderate Income (LMI) (at or below 300% of the Federal Poverty Guidelines). Documentation of income is required.
- Current on all property taxes and water fees or have a completed Michigan Homeowner Assistance Fund (MIHAF) application number.
- Due to limited funds, priority for support will be based on lowest income and/or need.
