Eligibility Criteria
The organizational, award and reporting requirements for funding are as follows:
- Applicant organization must comply with reporting guidelines as established by The City of Anderson and Dep. Of Treasury. Funds must be fully obligated by December 31, 2024, and fully expended by December 31, 2026.
- Applicant organization must be certified as a 501(c) 3 nonprofit organization and be in good standing with the Internal Revenue Service to apply.
- Applicant organization must not discriminate based on age, sex, religion, national origin, disability, economic status, or sexual orientation.
- Applicant organization must serve a majority of constituents of the city of Anderson. Additional points are given for organizations who are located in Anderson and serve a disproportionally disadvantaged census tract.
- Applicant must be able to demonstrate COVID-related negative economic impacts.
- Applicant must be up to date on property taxes.
- Applicant organization must be current on all financial obligations to the City of Anderson (e.g. utility bills, past due bills, etc.). If organization is not current, funding must first be applied to the debt owed.
- Applicant must have a Unique Entity Identifier (UEI) number: Please see the attachment for instructions to get this number on www.SAM.gov (System for Award Management).
- If applicants are fully registered on www.SAM.gov (System for Award Management), they must NOT have any exclusions from funding.
- Applicant organization must be an established organization in operation prior to June 15, 2022.
- Award must be used by grantee and cannot be used to make additional grants to other organizations.
Eligible Use of Funds
Examples of eligible use of unrestricted funding include, but are not limited to:
- Grants to mitigate financial hardship, such as declines in revenues or impacts of periods of closure, such as supporting payroll and benefits costs; costs to retain employees; mortgage rent or utilities costs; and other operating costs including capital improvements and capacity building resources.
- Grants to implement COVID-19 prevention or mitigation tactics, such as physical changes to enable social distancing, enhanced cleaning efforts, enhance ventilation, barriers or partitions, or COVID-19 vaccination, testing, or contact tracing programs. These expenses must have been incurred on or after March 3, 2021.
- Sub recipient assistance is subject to long-term monitoring and reporting requirements related to target population, income verification, project expenditures and project outcomes.
