Details:

Snohomish County announces the availability of $1.6 million in American Rescue Plan Act (ARPA) – Coronavirus Local Fiscal Relief (CLFR) funds for Arts and Culture Recovery Grants. These one-time grants aim to provide relief to Arts and Culture organizations, businesses, and other entities adversely impacted by the COVID-19 pandemic, so they can continue activities that support public benefit as well as enhance community engagement through events and festivals held in Snohomish County.

The goal of these grants is to provide relief to arts and culture organizations and businesses impacted by the pandemic. Two types of grants are available:

  • Nonprofit Recovery Grants – Eligible organizations with a minimum pandemic revenue loss of $2,000 may be awarded up to $30,000. A total of $1 million will be awarded for this grant.
  • Festivals and Events Recovery Grants – Events characterized as having an operating budget over $100,000 and a pandemic revenue loss of at least $2,000 may be awarded amounts up to $60,000. A total of $600,000 will be awarded for this grant.

Eligibility Criteria

Nonprofit Recovery Grants Eligibility Requirements:

  • Must be a 501(c)(3) organization whose mission is related to art and/or culture.
  • Must operate in and serve Snohomish County.
  • Must have been in operation prior to the pandemic.
  • Must have experienced and be able to demonstrate at least $2,000 in revenue loss due to the pandemic.
    • If an organization filed an IRS 990 form, revenue loss will be verified through the submission of IRS 990s from 2019 and 2021.
    • If an organization filed an IRS 990N form (a simplified option for organizations with gross income less than $50,000), they must verify revenue loss through organizational financial statements from 2019 and 2021 in addition to submitting a copy of their IRS 990Ns.
  • Must demonstrate they are in operation currently (in 2023).
    • Will be verified through submission of documentation of Active Charity Status with Washington State or submission of 2022 tax year documents submitted with application.

Festivals and Events Recovery Grants Eligibility Requirements:

  • Events and Festivals must operate in Snohomish County.
  • Events and Festivals must have been in operation in 2019, prior to the pandemic.
  • Event/Festival Responsible Party must have experienced at least $2,000 in revenue loss due to the pandemic.
  • Event/Festival Responsible Party must be able to demonstrate revenue loss by providing relevant documentation (IRS 990s or Form 1040s) from 2019 and 2021. IRS 990s are tax filing documents used by nonprofit organizations and IRS 1040s are filed by for-profit businesses.
  • Event/Festival Responsible Party must demonstrate they are in operation currently (in 2023) and have planned events for 2023 and/or 2024.
    • Will be verified through submission of Active Charity Status documentation with Washington State or submission of Business License in Washington State, whichever is applicable to your specific entity, or submission of 2022 tax year documents submitted with application.
    • Applicants will be asked to share information including event description, anticipated date, and event location in the application.
  • Events and Festivals must be anticipated to have 500+ attendees.
