2023 City of Muskegon CDBG and HOME Programs – Michigan

The City of Muskegon invites interested Agencies, Groups and Citizens to submit ideas, proposals and programs to consider for their Annual Action Plan activities for Community Development Block Grant (CDBG) and/or HOME (HOME) Investment Partnership Program funding.

Details:

The Housing, Community Development Act of 1974 and HOME Cranston-Gonzales Affordable Housing Act of 1990 as amended entitles the City of Muskegon to participate in two programs aimed at the development of viable communities including decent housing, suitable living environment and expanding economic opportunity principally for persons of low and moderate income.

The federal CDBG grant expected for this 2023 year is anticipated to be $1 Million.

Objectives set forth may include:

  • Elimination of slums, blight and blighting influences.
  • Elimination of conditions which are detrimental to the health, safety, and welfare of the community.
  • Conservation and expansion of housing stock.
  • Expansion and improvement of community services for public facilities.
  • Affordable housing opportunities.
  • A reduction in the isolation of income group within the community by increasing the diversity and vitality of neighborhoods.
  • Youth Groups/Recreation programs.
  • Economic Development.
  • Public Service Assistance to seniors, parolees, homeless, and citizens at-large.
  • Public Facilities

Purpose of Grant

  • Statement of needs/problems to be addressed; description of target population/area and how they will benefit.
  • Description of project goals, action plans, and statements as to whether this is a new or ongoing part of the sponsoring organization.
  • Describe how services will be delivered: hours of operation, intake, assessment, etc.
  • List of other partners in the project and their roles.
  • List of similar existing projects or agencies, if any, and explain how your agency or proposal differs, and what effort will be made to work cooperatively.
  • Description of the active involvement of constituents in defining problems tobe addressed, making policy, and planning the program.
  • Description of the qualifications of key staff and volunteers that will ensure the success of the program. List of specific staff needs for this project, the staffing required to operate the programming, and what percentage of each staff member’s time will be dedicated to the programming funded by this grant.
  • Long-term strategies for funding this project at end of grant period.
  • Describe how this request is compliant with the CDBG National Objectives and the priorities included in the Consolidated Plan.
