The California Governor’s Office of Emergency Services (Cal OES), Homeland Security and Grants Processing Branch, is soliciting proposals for the Homeland Security Grant Program (HSGP) for Federally-Recognized Tribes in California.

Details:

The purpose of Fiscal Year 2022 HSGP Tribal RFP, for Federally-Recognized Tribes in California, is to support building or sustaining security enhancement projects that fall within the parameters of the Cal OES HSGP. Funds awarded under HSGP must be used to support statewide preparedness activities. The enhancement project must address high-priority preparedness gaps, and contribute to the tribe’s capability to prevent, protect, mitigate against, respond to, or recover from acts of terrorism.

The whole community approach is inclusive of local units of government, tribes, and nonprofit organizations, including partners at the state level. Preparedness activities must address high-priority preparedness gaps across one or more of the 32 core capabilities. All proposed activities MUST have a direct nexus to the Prevention, Protection, Mitigation, Response, or Recovery from acts of terrorism. Based on the national risk profile for FY 2022, FEMA has prioritized grant funding to support closing capability gaps or sustaining capabilities that address National Priority Areas. Projects that align with National Priorities are strongly encouraged. Proposed projects should be shovel-ready and must support one of the IJs listed below:

  • Enhance Information and Intelligence Sharing and Cooperation with Federal  Agencies, including DHS
  • Enhance the Protection of Soft Targets/Crowded Places
  • Enhance Cybersecurity
  • Enhance Community Preparedness and Resilience
  • Combat Domestic Violent Extremism
  • Strengthen Emergency Communications Capabilities through Planning, Governance, Technology, and Equipment;
  • Enhance Medical and Public Health Preparedness;
  • Strengthen Information Sharing and Collaboration (non-Fusion Center);
  • Enhance Multi-Jurisdictional/Inter-Jurisdictional All-Hazards/Whole Community Incident Planning, Response & Recovery Capabilities;
  • Protect Critical Infrastructure and Key Resources (includes Food and Agriculture); andEnhance Election Security.

Funding Information

  • Total Amount Available for Solicitation: $650,000
  • Maximum Allowed per Tribe: $130,000
  • Period of Performance: June 1, 2023 – May 31, 2025

Eligibility Criteria

Restricted to federally-recognized tribes in California.

Evaluation Criteria

  • Describe the proposed project(s).
  • Identify and describe the capability gap(s) that determined the project needs.
  • Identify and describe the IJ (s) the project(s) link to and describe how the chosen IJ(s) supports the project(s).
  • Describe how the project(s) builds or sustains one or more of the 32 Core Capabilities.
  • Explain each project’s nexus to terrorism.
  • Describe how the project(s) will be completed within the period of performance. Provide a timeline with key milestones.
  • Provide an itemized budget of all allowable costs. If the proposal includes equipment, please provide a list of equipment to be purchased, including quantities, costs, AEL numbers, and AEL titles.
  • Projects aligning to a National Priority Area ONLY: Describe how the project(s) are properly aligned to a National Priority Area.
  • Federally-recognized tribes that have not received prior Homeland Security Grant Program (HSGP) funding from Cal OES in the past five years.
