The Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking competitive applications from eligible organizations for Assistance for Local Emergency Response Training (ALERT) grant funds.

Details:

ALERT funding priority is focused on ALERT training activities that ensure underserved communities are prepared and trained to respond to hazmat rail accidents or incidents involving crude oil, ethanol, and other flammable liquids.

Properly planned and maintained training programs are essential to ensure emergency responders who receive training under the grant can protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous material in accordance with existing regulations or National Fire Protection standards for competence of responders to accidents and incidents involving hazardous materials.

PHMSA requires that applicants comply with all applicable federal financial assistance regulations and maintain an auditable accounting system that includes a detailed accounting and description of each grant expenditure. PHMSA measures performance based on the projects included in the approved financial assistance application and whether those projects fulfilled the needs outlined in the statement of need.

  • Award Ceiling: $500,000
  • Award Floor: $100,000

Period of Performance

The period of performance is a minimum of 12 months from the effective date of the award. An applicant may request a period of performance up to 24 months.

Eligible Applicants and Activities

The FY 2023 ALERT grant is open to nonprofit organizations representing regional public private partnerships. The nonprofit organizations must be able to provide direct or web-based training on hazardous materials to individuals with statutory responsibility to respond to accidents and incidents involving hazardous materials. The training will focus on response activities related to the transportation of crude oil, ethanol, other flammable liquids, and LNG by rail.

For the purposes of the ALERT grants program, a nonprofit organization is a business that has been granted tax-exempt status by the Internal Revenue Service (IRS) because it furthers a social cause and provides a public benefit.

Nonprofit organizations described in Section 501(c)(4) of the Internal Revenue Code that engage in lobbying activities as defined of the Lobbying Disclosure Act of 1995 are not eligible applicants. “For profit” organizations are not eligible applicants for the ALERT grant program.
