The purpose of this program is to strengthen recovery organizations, their statewide network of recovery stakeholders, and the specialty and general healthcare systems as key partners in the delivery of state and local recovery support services (RSS) through collaboration, systems improvement, public health messaging, and training conducted for (or with) key recovery groups. RCSP-SN recipients collaborate with health care providers who deliver substance use disorder (SUD) treatment and/or co-occurring substance use and mental disorders (COD) to emphasize the relevance and appropriateness of peer recovery support services (PRSS) as fundamental features of the Recovery Oriented Systems of Care (ROSC) environment. This is achieved through enhanced participation in state and local government health and recovery-related activities and in other, multilevel planning, policy, and program development councils.
Anticipated outcomes of the RCSP-SN program include:
- Greater integration of recovery organizations and similar entities on state and local planning councils;
- Increased engagement of peers in specialty and general health care settings inclusive of behavioral health settings, primary care, and hospital-based systems;
- Collaboration with State Medicaid Directors to modify state plans and/or implement waivers providing for the reimbursement of billable peer services, and creation of other revenue sources within recovery organizations (or similar entities) which facilitate financial solvency and long-term sustainability; and
- Improved capacity building, sustainability development, and identification of appropriate and diverse revenue streams to support such activities in the future.
Allowable Activities
Allowable activities are an allowable use of funds but are not required. Allowable activities may include:
- Develop and implement tobacco cessation programs, activities, and/or strategies.
- Training/workforce development to help staff or other providers in the community identify mental health or substance use issues or provide effective services consistent with the purpose of the program.
- Directly provide technical assistance (TA) or collaborate with TA providers such as SAMHSA’s Addiction Technology Transfer Center (ATTC)1 and/or Peer Recovery Center of Excellence (COE)2 on treatment and recovery that includes medications, including medications for opioid use disorder (MOUD), evidence based contingency management strategies, recovery and recovery housing initiatives, and data collection and reporting or similar topics.
