In 2018, the OHA’s beneficiary communities experienced the impacts of floods on Kauai from torrential rains, lava in Puna due to continuous volcanic activity, and fires at Kauaʻula, Maui. In all three disasters impacted beneficiaries were provided $2,000 per family that lost a structure— house, shed; and $1,000 per family for others impacted by the disaster. The immediate disaster methodology used in 2018 for the Kauaʻi floods and Puna lava impacts informed OHA’s response to the Kauaʻula, Maui fires and later the Waimea, Hawaiʻi Island wildfires in 2021.
In further considering the impacts of disasters–floods, lava and wildfire–awarding priorities were identified as follows: all families should be helped, whether families lost a structure, agriculture, belongings; families requested a tiered system where families who lost structures receive more than families who lost agriculture or belongings; and OHA should have one point of contact in the community.
The purpose of this grant is to have one or more eligible community-based organization(s), available to intake, assess and provide immediate disaster aid to beneficiaries, upon determination by OHA.
Funding Information
Due to the nature of this award, applicants can request up to $50,000 in beneficiary aid for distribution with a 15% administrative budget.
Project Period
The grant award period is for an initial two (2) years from the contract.
Geographic Service Area
Geographic coverage of the project’s service and/or activities areas include the islands of Hawai‘i, Maui, Lāna‘i, Moloka‘i, O‘ahu, and Kaua‘i and based on OHA determined disaster.
Eligibility Criteria
Native Hawaiian Serving Organization (NHSO) Requirement The applicant shall be an organization that can certify and clearly demonstrate that at least sixty percent (60%) or more of the organization’s overall current client and/or participant base is Native Hawaiian. The applicant shall provide information and data to substantiate how the applicant derived the percentage provided. The information and data shall not be based solely on the project being applied for, but the organization’s overall participant and/or client base for all services provided by the organization.
