The Foreign Press Centers (FPC), part of the U.S. Department of State’s Bureau of Global Public Affairs (GPA), announce an open competition for organizations to submit proposals to support its International Media Reporting Programs.

The FPC offers three types of programs:

  • Co-operative Media Productions (CMP; 2-4 participants)
  • Sub-regional Reporting Programs (SRRP; 4-12 participants) and
  • Multi-Regional Reporting Programs (MRRP; 12-25)

The goal of the FPC’s International Media Reporting Programs is to engage directly with foreign media to advance U.S. foreign policy priorities by providing visiting and resident foreign journalists with direct access to authoritative sources of information about U.S. foreign policy through informational and policy briefings, as well as local and national reporting tours. In turn, those foreign media members report on important facts and insights regarding the social, political, economic, historical, and cultural context within which U.S. foreign policy is developed via broadcast, print, radio, and online media.

Objectives

The FPC invites qualified and experienced applicants to submit proposals for a cooperative agreement to serve as an implementation partner for their International Media Reporting Programs, which support Department of State (DOS) foreign policy goals and objectives for foreign audiences.

  • Co-operative Media Productions (CMP)
    • CMPs are conducted primarily for foreign visual or audio content creators from the same country or region. Most CMPs are comprised of one or two media outlets. Participants from each outlet typically include a journalist and a camera operator. CMPs are led by an American contracted field producer with extensive experience in both visual productions and in arranging “on location” coverage of sites and events.
    • Cooperative agreement partners will be responsible for the following general responsibilities:
      • Contracting and coordinating with local producers who will work through all phases of the program from developing a production schedule that includes a production timeline, budget, destinations, appointments, and other content creating opportunities.
      • Arranging all logistical support for travel in the U.S. for the contracted producer and participating journalists, including lodging, flights and ground transportation.
  • Sub-regional Reporting Programs (SRRP)
    • SRRPs are conducted primarily for foreign media from the same country or region. SRRPs are typically comprised of three to six media outlets, including a journalist/editor and camera operator from each outlet. These outlets from the same country or region share common reporting interests on a narrowly defined topic. SRRPs are normally led by an American contracted field producer with extensive experience in both visual productions and in arranging “on location” coverage of sites and events.
    • Multi-Regional Reporting Programs (MRRP)
    • MRRPs are conducted for groups of 12-25 foreign correspondents reporting in all formats: print, radio, online, and self-sufficient video or multi-media. These groups may consist of twelve or more journalists from a single country, from different countries within a geographic subregion, or from multiple regions of the world. MRRPs do not typically accommodate broadcast television crews with accompanying camera operators, although group participants may capture their own video.
    • Cooperative agreement partners will be responsible for (but may not be limited to) the following tasks:
      • Coordinating with local community partners in the development of the program schedule, including dates, destinations, and appointments.
      • Arranging all logistical support for travel in the U.S. including lodging, budgets, flights and ground transportation.
      • Preparing a participant bio book, program books and supporting materials.
      • Conducting post-program reporting, monitoring, and evaluation.

Eligibility Criteria

  • The Foreign Press Centers welcomes applications from U.S.-based nonprofit/non-governmental organizations with or without 501(c) (3) status of the U.S. tax code; foreign-based non-profit organizations/nongovernment organizations (NGO); Public International Organizations; Foreign Public Organizations; private, public, or state institutions of higher education.
  • Other Eligibility Requirements
    • Primary organizations may submit one proposal in response to the NOFO. If an organization submits multiple applications, the applicant will be disqualified. The U.S. government may:
      • reject any or all applications,
      • accept other than the lowest cost application,
      • accept more than one application, and
      • waive irregularities in applications received.
    • The U.S. government may make award(s) on the basis of the initial application received, without discussions or negotiations. Therefore, each application should contain the applicant’s best terms from a cost and technical standpoint.
