2024 Residential Substance Use Treatment (RSAT) Grant Program – Maryland

The Governor’s Office of Crime Prevention, Youth, and Victim Services is seeking applications for the Residential Substance Use Treatment (RSAT) Grant Program to assist in the development and implementation of substance use treatment programs in state and local correctional and detention facilities.

Details:

The Residential Substance Abuse Treatment (RSAT) for State Prisoners Program assists states, local, and tribal governments in the development and implementation of substance abuse treatment programs in state, local, and tribal correctional and detention facilities. Funds are also available to create and maintain community reintegration services for offenders after they are released from incarceration.

The goal of the RSAT Program is to break the cycle of drugs and violence by reducing the demand for, use, and trafficking of illegal drugs. RSAT enhances the capability of states and units of local and tribal government to provide residential substance abuse treatment for incarcerated inmates; prepares offenders for their reintegration into the communities from which they came by incorporating reentry planning activities into treatment programs; and assists offenders and their communities through the reentry process through the delivery of community-based treatment and other broad-based aftercare services. Treatment practices/services should be, to the extent possible, evidence-based.

Prospective applicants are encouraged to implement programs to address the treatment needs of pre- and post-release prisoners identified as having a substance use disorder. The Governor’s Office of Crime Prevention, Youth, and Victim Services encourages programs that involve partnerships, collaboration, and best practices to meet the treatment needs of these individuals.

Purpose Areas

To qualify for funding under this grant, the applicant must propose to implement one or more of the following types of substance use disorder treatment programs:

  • Residential treatment program located in a unit apart from the general prison population
  • Aftercare services for citizens in need of residential post-incarceration treatment services
  • Non-corrections-based residential therapeutic treatment for pre-trial defendants, including as an alternative to incarceration.

Funding Information

The minimum amount an applicant should request for this project is $50,000 and the maximum amount is $300,000.

Grant Period

Commencement of awards funded under the RSAT Grant Program for FY 2024 will begin October 1, 2023 and end on September 30, 2024.

Allowable Costs for Direct Services

The following is a listing of services, activities, and costs that are eligible for support with RSAT funds within a subrecipient’s organization:

  • Personnel – including certified addictions counselors, licensed behavioral health providers, peer recovery specialists, case managers, licensed medical providers, or contracted staff
  • Costs necessary and essential to providing direct services
  • Staff training
  • Urine testing.

Eligibility Criteria

  • The following entities in Maryland are eligible to submit an application for RSAT funding:
    • Maryland Department of Public Safety and Correctional Services (DPSCS)
    • Local Detention Centers
    • Nonprofit organizations (aftercare services only)
  • Only one application may be submitted per agency.
