The MAT Expansion Project is funding multiple projects throughout California to address the opioid and stimulant use crisis by supporting and expanding prevention, education, stigma reduction, harm reduction, treatment and recovery services for people with opioid use disorder (OUD), stimulant use disorder, and substance use disorders (SUD).

The Center is seeking applications from organizations that are mission-focused on the 2S/LGBTQ+ community, strive for health equity and that will work on specific culturally and linguistically appropriate prevention and education projects. This funding opportunity is intended for 2S/LGBTQ+ organizations and partners who center healing, possess cultural humility and responsiveness, and reflect the 2S/LGBTQ+ as well as racial and ethnic communities it intends to serve. Services should be tailored and apply a non-judgmental, stigma-reducing approach that addresses systemic and cultural barriers to opioid use and stimulant use care, treatment and recovery.

The goal of this funding opportunity is to support prevention and education, and connections and referrals to treatment services specifically addressing opioid use and stimulant use in 2S/LGBTQ+ communities.

Activities implemented through this funding opportunity must be related to opioid use, stimulant use and/or co-occurring substance use outreach and education and should be primarily focused on increasing access to and community awareness of education programs for and within 2S/LGBTQ+ communities in California, as well as increasing access to opioid use, stimulant use and/or co-occurring substance use treatment services through referrals and partnerships.

The overall goals of this funding opportunity are:

  • Increase awareness and education around opioids and stimulants in 2S/LGBTQ+ communities.
  • Decrease stigma related to drug-use and SUD care and treatment in 2S/LGBTQ+ communities.
  • Integrate and strengthen treatment referral pathways for opioid use disorder and stimulant use disorder in 2S/LGBTQ+ communities.

Funding Information

This funding opportunity has a total of $5 million in available funds, which will be awarded to fund between 20 – 30 organizations or entities with a maximum of $200,000 per awarded organization or entity for the 12-month contract period (applicants may submit a budget request for up to $250,000 in case there are additional funds available). Contracts will cover activities for the period July 1, 2023, through June 30, 2024. Note: All funding will be backdated to July 1, even if contracts are executed after that date. However, due to federal restrictions, there will be no carry-over funds; any funds not used by contract end will be forfeited.

Eligibility Criteria

  • Organizations must be licensed/registered to do business in California.
  • Organizations must provide services in California.
  • Organizations must be a public entity or a 501(c)(3) entity. If an organization is a nonprofit but does not have 501(c)(3) status, they may use a qualifying fiscal sponsor.
  • Organizations must be mission focused on providing services to 2S/LGBTQ+ communities in their area.

Eligible 2S/LGBTQ+ organizations are those that include activities for and within 2S/LGBTQ+ communities and can include:

  • School, youth, family, community-based and grassroots organizations explicitly focused on 2S/LGBTQ+ communities.

Organizations that are Center Link LGBTQ Community Member Centers and fit the funding opportunity are highly encouraged to apply.
