Details:

The purpose of the Transitioning Gang-Involved Youth to Higher Education Program (TGIY) is to provide a funding opportunity for organizations that work directly with gang-involved youth to help such youth pursue higher education opportunities that will lead to certification or credentials. Such programs can include apprenticeships or other workforce preparation programs that promote job readiness upon completion of the program, while simultaneously providing essential wraparound services that include culturally competent social and emotional support.

The intent of this program is to support partnerships of institutions of higher education and other organizations that are best prepared to provide the supports and services necessary, to enable underserved youth, including youth with disabilities, to transition into postsecondary programs that will allow them to pursue a certificate, degree, or other credential, and, in doing so, reduce the risk of future criminal justice system involvement.

Priorities

This notice contains one absolute priority, two competitive preference priorities, and two invitational priorities.

Absolute Priority

For FY 2023 and any subsequent year in which they make awards from the list of unfunded applications from this competition, this priority is an absolute priority. The priority is:

  • Increasing Postsecondary Education Access, Affordability, Completion, and Post-Enrollment Success.

Competitive Preference Priorities

For FY 2023 and any subsequent year in which they make awards from the list of unfunded applications from this competition, these priorities are competitive preference priorities. Applicants may respond to one or both competitive preference priorities, for a total of up to 20 additional points. These priorities are:

  • Competitive Preference Priority 1— Meeting Student Social, Emotional, and Academic Needs (Up to 10 points).
  • Competitive Preference Priority 2— Strengthening Cross-Agency Coordination and Community Engagement To Advance Systemic Change (Up to 10 points).

Invitational Priorities

For FY 2023 and any subsequent year in which they make awards from the list of unfunded applications from this competition, these priorities are invitational priorities. These priorities are:

  • Invitational Priority 1—Organizations With a Demonstrated Record of Helping Gang-involved Youth Access Postsecondary Education.
  • Invitational Priority 2—Promoting Equity in Student Access to Educational Resources and Opportunities.

Funding Information

  • Estimated Range of Awards: $900,000 to $990,000.
  • Maximum Award: $990,000

Project Period

36 months.

Eligible Applicants:

  • County governments
  • Public and State controlled institutions of higher education
  • Private institutions of higher education
  • State governments
  • Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
  • Special district governments
  • City or township governments

Additional Information on Eligibility:

Eligible applicants are IHEs (as defined in section 101 of the Higher Education Act of 1965, as amended that are public or private nonprofit IHEs, and public and private nonprofit organizations and agencies that partner with institutions of higher education. Note: If you are a nonprofit organization, you may demonstrate your nonprofit status by providing:

  • proof that the Internal Revenue Service currently recognizes the applicant as an organization to which contributions are tax deductible under section 501(c)(3) of the Internal Revenue Code;
  • a statement from a State taxing body or the State attorney general certifying that the organization is a nonprofit organization operating within the State and that no part of its net earnings may lawfully benefit any private shareholder or individual;
  • a certified copy of the applicant’s certificate of incorporation or similar document if it clearly establishes the nonprofit status of the applicant; or
  • any item described above if that item applies to a State or national parent organization, together with a statement by the State or parent organization that the applicant is a local nonprofit affiliate.
