Snohomish County Continuum of Care Program 2023 – Washington

The Snohomish County Office of Community and Homeless Services (OCHS) is soliciting Local Applications for Standard Renewal Projects and Renewal Projects Operating less than One Year for the 2023 Continuum of Care (CoC) Program funding round.

Details:

The Continuum of Care (CoC) Program consists of projects that provide housing and supportive services to homeless individuals and families. The goal of projects funded under the CoC Program is to assist individuals and families with attaining and sustaining permanent housing as quickly as possible. In Snohomish County, CoC Program funds are currently used to primarily support Permanent Supportive Housing and Rapid Rehousing, and more recently, Joint Transitional-Rapid Rehousing, and Supportive Services (Coordinated Entry and Youth Engagement Team)

Annually, the U.S. Department of Housing and Urban Development (HUD) conducts a national competition for CoC Program funds. This competition brings funding to communities across the country to provide housing and services to help address and end homelessness. OCHS is the lead agency responsible for completing and submitting the Consolidated Application to HUD for this funding on behalf of the Everett/Snohomish County CoC. Projects serving individuals and families experiencing homelessness are competitively selected locally for inclusion in the Consolidated Application that is submitted to HUD. Projects selected for inclusion in the Consolidated Application may or may not be subsequently funded by HUD.

FY2023 CoC Program funds, if awarded by HUD, will provide funding for the July 1, 2024 to the June 30, 2025 operating period.

Eligibility Criteria

Private non-profit organizations that have received 501(c)(3) federal tax-exempt status from the U.S. Internal Revenue Service (IRS) and are registered as a non-profit corporation in the State of Washington and units of general purpose local government.
