In line with the City’s ARPA Economic Recovery Plan, this program responds to the negative economic impacts of the COVID-19 public health emergency, focusing on the need to grow the housing supply and support housing affordability and security.
Funding Information
- Owners may receive up to $60,000 per unit. The minimum grant award is $10,000 per unit. No more than $180,000 will be made available to any building no matter how many units are in the building. No more than $180,000 will be made available to any one owner. Owners may use funding to construct new housing, to rehabilitate currently vacant properties, or adaptive reuse of non-residential structures.
- The ARPA Affordable Housing Fund supports the development of needed housing, but is not intended to provide the sole source of funding for any development project. The ARPA Affordable Housing Fund contribution shall not exceed more than 50% of the total project cost. For MWBE developers, the ARPA Affordable Housing Fund contribution shall not exceed more than 75% of the total project cost.
Uses of Funds
Grant funds may be used for essential construction or rehabilitation activities including but not limited to roof repair/replacement, upgrade of electrical systems, environmental remediation, windows, accessibility ramps, plumbing, and heating systems. The final determination as to whether a construction or rehabilitation activity is eligible for reimbursement will be within the sole and exclusive judgment of the City.
Eligibility Criteria
To be eligible, the applicant must:
- Non-profit and for-profit developers are invited to apply
- Not be facing any pending litigation or legal action, nor have any outstanding municipal liens
- Not have any owners, including all managing members and/or officers, who have been convicted of financial crimes within the past three years
- Not be suspended or debarred from the use of federal funds
- Have proven site control of a property within the City of Kingston
- Demonstrate that the proposed project is in substantial compliance with the City of Kingston’s current zoning laws. Applicants may also demonstrate the proposed project is in substantial compliance with the City of Kingston’s proposed form-based code. If applicable, awards will be made contingent on receiving Historic Landmarks Preservation Commission or Planning Board approvals
- Document intent to use the property for residential purposes
- Not have received alternate federal, state, or local grant funding to cover the same costs and/or uses included in this application.
