This cooperative agreement is for the solicitation of proposals to enter into a 12-month cooperative agreement to coordinate a total of ten 90-person training courses of Mental Health First Aid for Public Safety by Mental Health First Aid USA, a skills-based training that teaches participants about mental health and substance use issues and focuses on the unique experiences and needs of public safety personnel. These trainings will be provided for the Jails and Prisons Divisions of the National Institute of Corrections.
Coordination includes retrieving a training date and an agency host from the assigned Jails or Prisons Division Program Manager; securing two certified Mental Health First Aid for Public Safety contractor instructors for each training; creation of the participant accounts in the MHFA Connect database; ordering and ensuring shipment and delivery of teaching materials, which include but may not be limited to MHFA participant guides, manuals, and teaching supplies to the host site; establishing a working relationship with the agency contact person; informing the agency contact of needed space and A/V equipment setup for the training; retrieving the participant attendance list from the host site.
Objectives
The cooperative agreement objectives include the following:
- Understand the major research findings that support Adult Mental Health First Aid.
- Understand how to manage the Mental Health First Aid for Public Safety training course.
- Understand how NIC acquires host agencies where the Mental Health First Aid for Public Safety training course will be implemented.
- Establish and maintain a working relationship with the agency contact person through course completion.
- Retrieve the participant attendance list from the host site.
- Inform the agency contact of needed space and audio/visual equipment setup for each training session.
- Hire and pay the two NIC-approved contractor instructors certified in Mental Health First Aid for Public Safety and Mental Health First Aid for Adults for each Mental Health First Aid for Public Safety training.
- Create and maintain participant accounts in the MHFA Connect database though course completion.
- Order and ensure shipment and delivery of teaching materials, which include but may not be limited to MHFA participant guides, manuals, and teaching supplies, to the host site at least 5 business days prior to the training date.
- Secure the participant attendance list for each Mental Health First Aid for Public Safety training.
- Identify local mental health resources specific to the training jurisdiction (to be provided at the conclusion of the training).
Funding Information
NIC expects to make one award for as much as $255,000.00 for a 12-month project period, beginning on August 25, 2023. Requests for amounts more than a total of $255,000.00, including direct and indirect costs will not be considered.
Eligibility Criteria
- NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. Foreign governments, international organizations, and non-governmental international organizations/institutions are not eligible to apply. Proof of 501(c) (3) status as determined by the Internal Revenue Service or an authorizing tribal resolution is required.
- NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program. Only one (1) application will be accepted from a submitting organization.
- NIC may elect to make awards for applications submitted under this solicitation in future fiscal years, dependent on the merit of the applications and on the availability of appropriations.
