HUD: 2023 HOPE VI Main Street Grant Program

The U.S. Department of Housing and Urban Development (HUD) is seeking applications from eligible applicants to provide grant to communities smaller than 50,000 in population to assist in the renovation of a historic, traditional central business district, or Main Street” area by replacing unused, obsolete, commercial space in buildings with affordable housing units.

Details: 

The obsolete building space property may be publicly or privately owned. Eligible applicants under this NOFO are county governments, city or township governments, and special district governments. The local government whose jurisdiction includes the Main Street area is the only entity that is eligible to receive an award. Applications submitted by other entities, e.g., the private property owner, are not eligible for award.

The objectives of the program are to:

  • Redevelop central business districts (Main Street areas);
  • Preserve historic or traditional Main Street area properties by replacing unused commercial space in buildings with affordable housing units;
  • Enhance economic development efforts in Main Street areas; and
  • Provide affordable housing in Main Street areas.

    • Fortify support for underserved communities and support equitable community development for all people.
  • 1A: Advance Housing Justice
    • Fortify support for vulnerable populations, underserved communities, and Fair Housing enforcement.
  • 1C: Invest in the Success of Communities
    • Promote equitable community development that generates wealth-building for underserved communities, particularly for communities of color.
  • Strategic Goal 2:Ensure Access to and Increase the Production of Affordable Housing
    • Ensure housing demand is matched by adequate production of new homes and equitable access to housing opportunities for all people.
  • 2A: Increase the Supply of Housing
    • Enhance HUD’s programs that increase the production and supply of housing across the country

Additional Information on Eligibility

  • Eligible applicants under this NOFO are limited to Units of General Local Government, defined as any city, town, township, village, county, parish, or other general purpose political subdivision of a state or territory, such as Puerto Rico, Guam, the Northern Mariana Islands, the Virgin Islands, American Samoa, the District of Columbia, and the Trust Territories of the Pacific Islands. It does not include Native American governments, Tribally Designated Housing Entities or Public Housing Agencies.
  • The Local Government must:
    • Have a population of 50,000 or less; and
    • Not be served by a local or county/parish Public Housing Agency (PHA); or
    • is served by a single PHA that administers more than 100 physical public housing units within the local government’s jurisdiction. Such units exclude Section 8 Housing Choice Voucher subsidized units.
  • Joint applications are not permitted. However, an applicant can enter into subaward agreements (or contracts) with not-for-profit organizations and State or local governments.
  • The applicant can also enter into contracts with for-profit entities, such as a private property owner or for-profit partnership created for tax credit purposes. The Local Government grantee and any sub-awardees are subject to 2 CFR part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards when procuring supplies or services.
  • The applicant can only apply for funding to support one project in one undivided Main Street Area. The Project may include several buildings.
