2023 Health Professional Training Scholarship Program (Minnesota)

The Minnesota Department of Health (MDH) Office of Rural Health and Primary Care (ORHPC) will award grants to eligible health professional training programs to administer scholarships to currently enrolled students.

Details:

Students selected for scholarships will demonstrate a commitment to practicing in rural areas of Minnesota, defined as areas outside the seven-county Twin Cities metropolitan area.

This is a pilot program that will inform future programs. ORHPC has a portfolio of funding opportunities and initiatives designed to support the health care workforce in rural areas of Minnesota.

Health Equity Priorities

It is the policy of the State of Minnesota to ensure fairness, precision, equity and consistency in competitive grant awards. This includes implementing diversity and inclusion in grant-making. The Policy on Rating Criteria for Competitive Grant Review establishes the expectation that grant programs intentionally identify how the grant serves diverse populations, especially populations experiencing inequities and/or disparities.

This grant will serve rural areas of Minnesota where scholarship recipients will practice, including communities experiencing health inequities and challenges accessing health care. This grant also makes health professional training programs more accessible to students from diverse backgrounds by offering scholarships and counseling support.

Grant outcomes will include:

  • Increased support for health professionals in training.
  • An increase in the number and percentage of recent graduates of grantee health professional training programs practicing in rural areas of Minnesota.
  • An increase in awareness of rural training and practice opportunities among grantee health professional training programs and students.
  • Increased and strengthened partnerships between health professional training programs and rural sites for clinical placement and employment.

Funding Information

During this cycle it is estimated that approximately $400,000 will be available for the grant program. Each scholarship must be awarded in the amount of $25,000 per student for the 2023- 2024 academic year.

Eligibility Criteria

Eligible applicants are health professional training programs that fulfill the following criteria:

  • Are located in Minnesota and train students residing and working in Minnesota.
  • Plan to administer scholarships for students enrolled in one of the following health professional training programs. Applicants may propose to award scholarships in more than one training area:
    • Advanced Practice Nursing Program
      • Must be accredited as a master’s, doctoral, or postgraduate level advanced practice nursing program by the Commission on Collegiate Nursing Education or the Accreditation Commission for Education in Nursing.
    • Dental Therapy Program
      • Must be approved by the Minnesota Board of Dentistry or accredited by the Commission on Dental Accreditation.
    • Mental Health Professional Program
      • Licensed Professional Clinical Counselor (LPCC): Must be accredited as a master’s or doctoral program in counseling or related field by the Council for Accreditation of Counseling and Related Education Programs (CACREP) or the Council for Higher Education Accreditation (CHEA); degree must require at least 48 semester credits and meet the educational requirements for LPCC licensure found in Minn.
      • Licensed Marriage and Family Therapist (LMFT): Must be accredited as a master’s or doctoral program in marriage and family therapy or related field by the Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or be a master’s level program that meets educational requirements for LMFT licensure found in Minn.
      • Licensed Psychologist (LP): Must be an American Psychological Association (APA) accredited program or regionally accredited as a doctoral program in psychology that meets educational requirements for LP licensure found in Minn.
      • Licensed Independent Clinical Social Worker (LICSW): Must be accredited as a master’s program in social work by the Council on Social Work Education (CSWE) or the Canadian Association of Schools of Social Work (CASWE) or be a doctoral level program that meets educational requirements for LICSW licensure found in Minn.
    • Physician Assistant Program
      • Must be accredited as a physician assistant program by the Accreditation Review Commission on Education for the Physician Assistant.
  • Applicants must be able to demonstrate accreditation by, and compliance with, the corresponding accrediting bodies and compliance with any statutory educational requirements.
