Riverside County Nonprofit Assistance Fund in California

The Inland Empire Community Foundation (IECF), on behalf of the Riverside County Department of Housing and Workforce Solutions (HWS), is seeking proposals for Programmatic Funding through the Riverside County Nonprofit Assistance Fund (RCNAF).

Details:

Programmatic funds will be invested in nonprofits that provide programming and services to communities that have been disproportionately impacted by the COVID-19 pandemic, are experiencing negative economic impact and harm, and focus on meeting the needs of socially vulnerable communities that have low Healthy Places Index (HPI) scores. Responding to the ARPA eligible use of funds, these funds are designated to respond to the COVID-19 public health emergency and/or its negative economic impacts, and prioritizes nonprofit organizations who are responding to the following ARPA-eligible impacts (per the Coronavirus State & Local Fiscal Recovery Funds-Final Rule):

  • Unemployment
  • Increased food or housing insecurity
  • Negative impacts on public health
  • Negative impacts on mental health (e.g., suicide prevention, substance use, depression, anxiety, etc.)
  • Violent crime and gun violence prevention and education
  • Disruptions in childcare, and early learning centers
  • Child welfare and foster care system
  • Educational disparities such as loss of instructional time and/or learning loss

  • Grant amount: $50,000 to $150,000 per organization.
  • The grant period is from Sept. 15, 2023 to Sept. 15, 2024.

Eligibility Criteria

  • Nonprofit, public benefit organizations with evidence of tax-exempt status under Section 501(c) (3) or 501(c)(19) of the Internal Revenue Code and not classified as a private foundation
  • Providing services in at least one (1) of the five (5) Riverside County Supervisory Districts:
    • District 1 encompasses the cities of Riverside and Perris. The district also covers the unincorporated communities of DeLuz, Good Hope, Highgrove, LaCresta, March Air Reserve Base, Mead Valley, Meadowbrook and Tenaja.
    • District 2 includes the cities of Canyon Lake, Corona, Eastvale, Lake Elsinore, Norco, and Jurupa Valley and the unincorporated communities of Coronita, El Cerrito, El Sobrante, Home Gardens, Lake Mathews, Lakeland Village, Temescal Valley, Warm Springs and Woodcrest.
    • District 3 covers the southwest portion of Riverside County, stretching from Anza to Temecula. It includes the cities of Menifee, Murrieta, Temecula, and Wildomar. The Third District also includes the unincorporated communities of Aguanga, Anza Valley, East Hemet, French Valley, Green Acres, Homeland, Lake Riverside, Sage and Winchester, as well as parts of Valle Vista.
    • District 4 is geographically the largest district in Riverside County, covering the eastern two-thirds of the county. Within the Fourth District are the cities of Blythe, Cathedral City, Coachella, Desert Hot Springs, Indian Wells, Indio, La Quinta, Palm Desert, Palm Springs and Rancho Mirage. Unincorporated communities in the district include Bermuda Dunes, Chiriaco Summit, Colorado River communities, Desert Center, Desert Edge, Eagle Mountain, Idyllwild, Indio Hills, Lake Tamarisk, Mecca, Mesa Verde, Mountain Center, North Shore, Oasis, Pine Cove, Ripley, Sky Valley, Sun City, Thermal, Thousand Palms and Vista Santa Rosa.
    • District 5 includes the cities of Banning, Beaumont, Calimesa, Hemet, Moreno Valley and San Jacinto. District Five also encompasses the unincorporated communities of Cabazon, Cherry Valley, Lakeview, Nuevo, Reche Canyon, San Timeteo Canyon, as well as parts of Valle Vista and Whitewater.
  • Proof of Registration & Active Status with the CA Attorney General’s Office (DOJ website)
  • Able to expend funds in accordance with the Coronavirus State & Local Fiscal Recovery Funds Final Rule
  • Operating so that they do not discriminate in the hiring of staff or in providing services on the basis of race, religion, gender, sexual orientation, age, national origin, or disability.
