Details:

Reclamation would like to invite nonprofit organizations to leverage their money and resources by cost-sharing the recruitment and placement of Public Lands Corps individual placements into Corps, youth, and resource assistant internship programs to:

  • build understanding and appreciation of natural and cultural resources;
  • further the development and maintenance of these resources by America’s youth;
  • prepare the next generation for the ultimate responsibility of maintaining and managing these resources for the American people; and
  • provide relevant work experience in Reclamation’s mission-critical occupations.

The objective(s) of this NOFO is to award MCAs to the selected nonprofit entitles to enter into a 5-year partnership, providing an efficient mechanism for funding youth and/or resource assistant intern projects. Reclamation youth program participants will gain on-the-job experience in environmental education, community service, or natural and cultural resource management through placements lasting from 2 weeks to 1 year. Participants will engage in projects that address some of the most critical conservation issues on Reclamation land, including engineering, environmental education, ecological restoration, species preservation, fuels treatments, research and monitoring activities provide critical support to program/specialist capacities, and species preservation. Some projects may be technological or administrative but will retain a clear and direct connection to natural and cultural resource conservation. Reclamation hopes to partner with MCA awardees to build upon current youth programs to develop, pilot, and implement new youth programs, to include (but not limited to):

  • Reclamation’s Direct Hire Authority for Resource Assistant Internship Program;
  • Public Lands Corps Program; and
  • Indian Youth Service Corps Program.

Eligibility Criteria

Applicants eligible to apply under this NOFO include nonprofit organizations capable of recruiting qualified youth program participants for positions located at Reclamation offices and facilities nationwide. Reclamation offices and facilities are generally located within Arizona, California, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, South Dakota, Texas, Wyoming, Utah, and Washington and Washington DC. In accordance with 2 Code of Federal Regulations (CFR) §200.70, a nonprofit organization means any corporation, trust, association, cooperative, or other organization, not including institutions of higher education that:

  • Is operated primarily for scientific, educational, service, charitable, or similar purposes in the public interest;
  • Is not organized primarily for profit; and
  • Uses net proceeds to maintain, improve, or expand the operations of the organization.

Preference may be given to applicant organizations who demonstrate the ability to recruit individuals enrolled in an institution of higher education as well as women and participants from historically Black, Hispanic, and Native American schools.
