The City of Long Beach Department of Development Services (City) announces the initial release of this Notice of Funding Availability (NOFA) for approximately $12.7 million in funds to be awarded to qualified housing development companies.

Details:

The City of Long Beach encourages the production of affordable housing and supports it by providing long-term residual receipts loans to affordable housing developers.

Eligible activities under the NOFA are limited to the development/creation of affordable rental units in the City of Long Beach serving households earning at or below 80% of the Los Angeles County median income.

Programs providing funding pursuant to this NOFA include the following:

  • (HOME) Community Housing Development Organizations (CHDO) – The HOME Investment Partnerships Program requires at least 15 percent of its annual allocation for eligible HOME activities to be undertaken by a special type of non-profit community-based service organization called a Community Housing Development Organization (CHDO). These funds are made available to established Community Housing Development Organizations intended for the acquisition and/or rehabilitation of rental housing units.
  • Community Development Block Grant (CDBG) – The Community Development Block Grant (CDBG) Program is one of the longest-running programs administered by the U.S. Department of Housing and Urban Development (HUD). It provides annual funding to entitled cities and counties to carry out a wide range of community development activities to improve the lives of their low-and moderate-income residents through the creation and expansion of economic and community development opportunities in support of livable communities. CDBG Program statute requires that each activity funded, must meet one of the three national objectives; Benefit to low-and moderate income (LMI) persons; Aid in the prevention of elimination of slums or blight; and meet a need having a particular urgency. These funds are made available to non-profit organizations intended to provide financial support for acquisition activities.
  • Permanent Local Housing Allocation (PLHA) – The PLHA Program was established by Chapter 364, Statutes of 2017 (SB 2) to create a permanent source of funding intended to increase the affordable housing stock in California. The legislation directs the California Department of Housing and Community Development (HCD) to provide financial assistance to local governments for eligible housing-related projects and programs to assist in addressing the unmet housing needs of their local communities. These funds are made available for the construction of new affordable rental housing units for households earning up to 80 percent of the area median income.

Funding Information

  • (HOME) Community Housing Development Organizations (CHDO): Total available Funding $700,000.
  • Community Development Block Grant (CDBG): Total available CDBG Funds $2.0 million.
  • Permanent Local Housing Allocation (PLHA): Total available PLHA Funds $10.0 million.

Eligible Projects 

This NOFA is for the development/creation of affordable rental housing projects serving households earning up to 80% AMI, but the majority of units in proposed projects must serve households earning at or below 60% AMI. Family housing projects are strongly preferred but not required. Both new construction and acquisition/rehabilitation projects will be considered. In an effort to affirmatively further fair housing, projects located in a “High Resource” region in the TCAC/HCD Opportunity Map are strongly preferred.
