Details:

The Santa Barbara County Air Pollution Control District is providing grant funds to benefit public health by cost-effectively replacing old, high-polluting equipment with newer, cleaner equipment earlier than required by regulation or through normal attrition.

Replace your off-road equipment and help reduce air pollution. Successful projects will be eligible to receive a grant within a range from $10,000 to $250,000.

  • Priority will be given to zero-emission or near-zero emission technology projects, along with projects located within low-income and disadvantaged communities.
  • The District has discretion on how grants funds are distributed.

Eligible Vehicles

Off-road equipment: diesel powered tractors, dozers, forklifts, loaders, excavators, scrapers, agricultural utility terrain vehicles, ground support equipment, etc.

Project Requirements

  • Public, private, and nonprofit entities are eligible to apply and may submit a maximum of one (1) application per program category;
  • Applications are limited to one grant project per Company, LLC, Taxpayer ID, etc. with final determination at the District’s discretion.
  • Must be a diesel fueled engine greater than or equal to 25 horsepower.
  • Equipment must have an operational hour meter.
  • Existing equipment must be operational, and verified as such by the District at a pre-inspection, and in-service at the time of application.
  • During the last 24 months, the equipment must have operated 100% of the time in Santa Barbara County. Newly funded projects must also operate 100% of the time in Santa Barbara County. Exceptions will be determined by the District on a case-by-case basis.
  • Newly funded projects must execute the same job as the existing equipment.
  • Pre-determined cost-effectiveness calculations must be met before a project can be funded.

Existing Equipment Requirements

  • Must be a diesel fueled engine greater than or equal to 25 horsepower;
  • Existing equipment must have a functional hour meter;
  • Existing equipment must be operational and in-service at the time of application. The applicant must demonstrate operability to the District at the pre-inspection;
  • Over the most recent 24 months, the existing equipment must have operated 100% of the time within Santa Barbara County and the applicant shall submit records that corroborate that usage. Exceptions will be determined by the District on a case-by-case basis;
  • Existing equipment must be destroyed by a District approved salvage yard prior to disbursement of grant funds;
  • For construction equipment only:
    • To qualify as a captive attainment fleet, all fleet vehicles must operate exclusively in a captive attainment area (for example, local captive attainment counties are currently Santa Barbara, San Luis Obispo, and Monterey).
    • If subject to the State Regulation for In-Use Off-Road Diesel Vehicles, the existing equipment must be registered in the Diesel Off-road On-line Reporting System (DOORS).

Replacement Equipment Requirements

  • Replacement equipment purchased prior to execution of a grant agreement will be ineligible for grant funds;
  • Auxiliary engines on mobile equipment and portable engines are ineligible for grant funds;
  • Replacement equipment must operate 100% of the time within Santa Barbara County. Exceptions will be determined by the District on a case-by-case basis;
  • All new engines must be certified by CARB for sale in California and must comply with durability and warranty requirements;
  • Projects must meet a cost-effectiveness threshold established in the 2017 Carl Moyer Program Guidelines;
  • Replacement equipment must have a one-year or 1,600-hour power and drive train warranty, at a minimum. The warranty must cover parts and labor and the grantee must submit proof of purchase to the District;
  • Emission reductions obtained through the project must not be required by any federal, state, or local regulation, memorandum of agreement/understanding with a regulatory agency, settlement agreement, mitigation requirement, or other legal mandate;
  • Emission reductions generated must not be used as marketable emission reduction credits, or to offset any emission reduction obligation of any person or entity;
  • Funded projects must not be used for credit under any federal or state emission averaging banking and trading program;
  • Replacement equipment must serve the same function and perform the same work equivalent and the same job as the existing equipment;
  • Replacement equipment must be equipped with a Tier 4 Final diesel engine or cleaner technology;
  • Replacement of two (or more) pieces of existing equipment with one piece of replacement equipment is eligible for funding on a case-by-case basis;
  • Horsepower rating for the replacement engine greater than 125% of the original manufacturer rated horsepower (baseline horsepower) for the existing engine is eligible on a case-by-case basis.
