The goal of the Virginia Housing Trust Fund Homeless Reduction Grant (HTF-HRG) is to reduce homelessness in the Commonwealth of Virginia. DHCD will support Continuum of Care (CoC) strategies and homeless service projects that are a part of an effective emergency crisis response system in communities to ensure that homelessness is rare, brief, and one-time.

The Continuum of Care (CoC) Program is designed to promote a community-wide commitment to the goal of ending homelessness. Housing Trust Fund – Homeless Reduction Grant contracts are awarded through a competitive application process to projects coordinated with their CoC strategies and are a part of an effective emergency crisis response system to ensure homelessness is rare, brief, and nonrecurring. Eligible projects include rapid re-housing for literally homeless households, innovative projects for unaccompanied homeless youth or older adults experiencing homelessness, and rental assistance and stabilization services for chronically homeless households residing in permanent supportive housing.

Eligible Project Types

  • Permanent Supportive Housing (PSH)
    • Continued support for individuals currently housed in PSH
    • Funding to support additional PSH beds.
    • Target Population
      • Chronically homeless Individuals/Families with a diagnosed disability/disorder
  • Rapid Re‐housing (RRH)
    • Target Population
      • Individuals/Families experiencing homelessness (literally homeless)
  • Underserved Populations Innovation Project
    • Target Population
      • Members of an underserved population that are experiencing homelessness. Underserved populations are defined by a lack of resources targeted towards providing culturally appropriate and trauma informed services for a vulnerable population. Examples of underserved populations include but are not limited to:
        • Persons 60 years of age or older
        • Unaccompanied youth aged 18 to 24
        • Persons identifying as LGBTQ+
        • Persons with disabilities, including physical or cognitive impairments, or substance use disorder
        • Persons living in rural areas.

Eligibility Criteria 

Application is open to all nonprofit organizations serving Loudoun County residents. Eligible applicants must:

  • Be an active member of the Loudoun Continuum of Care (CoC);
  • Be an organization that is current on Form 990 filings with the Internal Revenue Service;
  • All proposed grantees must be registered in DHCD’s Centralized Application and Management System (CAMS) and submit required financial documents
  • Established standard accounting practices including internal controls, fiscal management accounting procedures, cost allocation plans, and reliable tracking methods for organizational and program budgets by revenue sources and expenses.
