Request for Applications for City Level Reparations Community Engagement – California

The City of Sacramento, California (City) is issuing this Notice of Funds Available (NOFA) for experienced community organizers, leaders, and/or non-profit organizations to help conduct community engagement, information sessions, and survey collection from specific Sacramento communities regarding reparations at the city level.

Funding Information

The City has allocated a total of $50,000 of the reparations funding for City Level Reparations Community Engagement (CLRCE). The grant amounts available for these services are for microgrants up to $2,500 and larger grants up to $10,000. There is $50,000 available for disbursement for up to four large grants and at least four microgrants. The grant request should specify whether the applicant is seeking a micro-grant up to $2,500 or a larger grant up to $10,000.

The objectives for this Reparations Community Engagement NOFA are:

  • To inform community members about city, state, and federal level reparations efforts.
  • Collect survey information and feedback from community members to help guide the forma on of a city level reparations task force, committee, or commission.

Target Population

Programs must operate within priority neighborhoods as defined as those within and surrounding the following zip codes: 95815, 95817, 95822, 95823, 95826, 95833, 95834, 95838 and include: Meadowview, Valley-Hi, Oak Park, Del Paso, Del Paso Heights, South Natomas. Additional priority should be given to Black/African American residents within and around the priority neighborhoods.

Eligibility Criteria 

Applicants must meet the minimum requirements outlined below:

  • A private non-profit corporation (e.g., 501(c) (3)) in good standing with the Secretary of State and the Attorney General Registry of Charitable Trusts; or have a fiscal sponsor that is a nonprofit corporation in good standing.
    • Applicants with a fiscal sponsor: An unincorporated association with a fiscal agent that meets the foregoing requirements and agrees to abide by the City’s grant agreement on behalf of the association can apply. The fiscal agent will be the legal representative of the program. Funds approved for the program will be awarded to the fiscal agent and the Grant Agreement for award of the grant funds will be made between the City and the fiscal agent.
  • Collaborative Applicants: Two or more non-profit corporations may apply as partners with one lead applicant. Training and experience in cultural awareness, cultural sensitivity, and trauma informed approaches.
  • Experience working within Sacramento’s Black/African American communities.
  • Demonstrated experience conducting engagement for the purposes of sharing and collecting information.
  • Applicants cannot violate any state or federal law, including laws that prohibit discrimination based on race, color, sex, creed, religion, national origin, age, marital status, ancestry, medical condition, disability (including HIV and AIDS), sexual orientation, or gender identity.
  • Applicants must meet the City’s requirements for general liability insurance ($1 million per occurrence). Proof of insurance must be provided prior to executing a grant agreement.
