The City of Spokane received nearly $81 million in support from the federal government under the American Rescue Plan Act (ARPA). The primary purpose of ARPA is to provide economic relief to families, organizations, and businesses impacted by the COVID-19 pandemic. Spokane Arts has contracted with the City of Spokane to distribute $920,000 of that award to Spokane’s arts and culture sector.
This Coronavirus Recovery Funding program from Spokane Arts provides direct benefit payments intended to offset unreimbursed negative economic impacts. These impacts include both loss of revenue and work-related costs caused by the pandemic. Unreimbursed impacts incurred between March 11, 2020 and May 10, 2023 are eligible for support under this program.

Eligibility Criteria
To qualify to apply in this category, Creative Businesses and Arts Organizations, you must:
- show primary business address in Incorporated Spokane.
- demonstrate a core mission in the arts and culture sector.
- be able to show unreimbursed negative economic impact of $1,000 or more between the dates of March 11, 2020 and May 10, 2023.
- have been in operation for at least three years and intend to remain open through 2023.
- show 2019 income of less than $1 million.
- employ and provide services without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, age, disability, or any other characteristic protected by applicable law.
- not have knowingly or intentionally committed federal fraud.
