City of Beloit ARPA Grant Youth Programs – Wisconsin

The City of Beloit is offering funding through the American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program to eligible non-profit agencies to support youth programs and services in Beloit.

Details:

Studies published by the National Institutes identify a variety of long-term negative impacts of the COVID-19 pandemic on youth, including but not limited to social isolation, mental health concerns, disruption to education, and reduced options for youth programming and extracurriculars. These negative impacts continue to affect the lives of adolescents, with youth from low- to moderate-income families disproportionately impacted. The intent of this funding opportunity is to expand the capacity of programs and service providers to meet the needs of Beloit youth, with emphasis on removing barriers to participation.

Scoring Priorities 

Priorities for youth program services and outcomes under this funding opportunity were approved by the Parks, Recreation, and Conservation Advisory Commission (PRCAC) on September 13, 2023. These priorities have been incorporated throughout the scoring rubric used to evaluate all applications, and include:

  • Impact
    • The number of Beloit youth to benefit from the proposed program or service
    • Programs which will utilize ARPA funds to expand programs and services to additional age groups
    • Programs which incorporate professional mental health services for youth
  • Accessibility
    • Programs which provide transportation assistance for families – Use of City buses or bus passes is strongly encouraged
    • Programs which offer free or reduced cost of participation
  • Sustainability
    • Programs which have clear plans to ensure longevity and sustainability of the program once ARPA funds are expended
    • Programs which prioritize collaboration and partnerships with other community organizations to ensure best outcomes for participants and efficient use of ARPA funds.

Funding Requests

The minimum and maximum award amounts identified below have been set in order to ensure that projects undertaken through ARPA funding are both impactful and sustainable beyond the life of the funding.

  • Expenditure Period: April 15, 2024- June 30, 2026 (approximately 2 years)
  • Minimum Request Amount: $20,000 ($10,000 per year)
  • Maximum Request Amount: $50,000 ($25,000 per year)

Eligible Expense Types

Eligible expenses under this NOFO include, but are not limited to expenses associated with:

  • Running Programs – Includes staff time spent directly providing services youth who are benefitting from ARPA-funded program, as well as other expenses directly related to providing the services described in the application and approved for funding.
    • In addition to staff time spent directly providing services to youth participants, other examples of eligible expenses related to running programs could include scholarships to offer reduced cost of participation, costs associated with field trips, and program supplies.
  • Marketing – Must be direct advertising costs. Expenses related to merchandise, T-shirts, or other “swag” products used to promote program visibility are not eligible.
    • Examples include advertisements in the newspaper, radio, social media, etc.
  • Transportation – Must be costs directly associated with providing transportation to youth participants to and from ARPA-funded program or services.
    • Examples include mileage payments for drivers, costs to own or rent a vehicle to directly provide transportation, funding for bus tokens/passes for kids to use public transportation to access programs
  • Food – Costs of food associated with the ARPA-funded program or service
  • Equipment – Equipment and supplies purchased with ARPA funds must be directly related to the provision of the funded service or program.
    • Examples include uniforms, shoes, bats, balls, helmets, etc.
  • Officials – Payment of umpires, referees, or other officials necessary for the provision of the activity or program funded.

Eligible Projects 

Projects eligible for funding under this Notice of Funding Opportunity (NOFO) must serve Beloit youth and focus on creating opportunities to combat social isolation, promote education and life skills, and expand capacity of service providers to meet the needs and remove barriers to participation for Beloit youth. “Beloit youth” is defined as any City of Beloit residents under the age of eighteen (18). Programs eligible for funding must be targeted to serve youth, not programs which are open to all ages and youth are among those eligible to attend or receive services.

Eligible activities may include, but are not limited to, the following types of programs which serve Beloit youth:

  • Sports and recreation programs
  • Arts and music programs
  • Education, professional mental health, and life skills programs.

  • Organization name, location and contact information
  • Program name and program site location(s)
  • Unique Entity Identifier (UEI)
  • 501c3 number
  • Primary contact person(s) with contact information
