The Washington Department of Commerce, hereafter called “COMMERCE,” is initiating this Notice of Funding Opportunity (NOFO) to solicit Proposals from those qualified and interested in participating in planning activities to identify feasible measures to increase the resilience of communities in Whatcom County against future flooding of the Nooksack River in Whatcom County, such as the flooding resulting from the atmospheric river event in November 2021.
Planning Activities should include cost estimates for each mitigation project identified. Anticipated work includes determining the appropriate set of actions that will mitigate risk in the River’s overflow communities while not transferring it to the communities downstream, protecting those communities from overflow flooding vulnerability. In pursuit of that goal, Proposals that take a multi-jurisdictional approach to their Planning Activities will score higher on their Technical Proposal. Alternative analysis will determine the actions needed to move those projects forward into complete design, property acquisition, and construction.
The program will provide grant assistance for recovery and mitigation planning including, but not limited to, the following:
- Public land use and infrastructure policy and planning.
- Public resilience and preparedness policy and planning.
- Feasibility studies.
- Alternative alignment analysis.
- Engineering procurement/analysis.
- Mitigation resiliency incorporation.
- Staffing for working groups involved with the development of planning documents.
- Coordination with Washington State Emergency Management Department and stakeholders.
- Marketing/outreach/public communication related to seeking public input on a proposed plan.
- Planning needed to enhance local codes and standards and/or develop policy modifications that will result in more resilient, safe, or affordable communities.
Funding Information
COMMERCE has budgeted an amount not to exceed $1,500,000 for this project. Proposals in excess of this amount will be considered non-responsive and will not be evaluated. In the event additional funding becomes available during the period of performance, any contract awarded may be amended to provide for additional related services. Additional funding is not guaranteed.
Grant Period
The period of performance of any contract resulting from this NOFO is tentatively scheduled to begin on or about February 2025 and to end on or about January 2027. Amendments extending the period of performance, if any, shall be at the sole discretion of COMMERCE.
Eligibility Criteria
- Minimum qualifications include:
- Licensed to do business in Washington or submit a statement of commitment that it will become licensed in Washington within thirty (30) calendar days of being selected as the Apparent Successful Contractor.
- Is one of the following eligible entities:
- Units of general local government/municipalities (including departments and divisions)
- Washington State agencies, authorities, trusts, and boards
- Tribal governments
- Councils of governments (COG)
- Non-governmental organizations or not for profit entities (501(c)(3))
- A consortium of any of the above with the established authority and internal controls necessary to receive federal grant funds.
- Proposals that do not clearly meet or exceed all minimum qualifications listed above are non-responsive
and will not be evaluated.
